HOUSE RESOLUTION

No. 38 Session of 1975


        INTRODUCED BY MESSRS. PETRARCA, KOLTER, LAUDADIO, DeMEDIO,
           MANDERINO, SCHMITT, GREEN, TAYLOR, IRVIS, ARTHURS, McLANE,
           WANSACZ, CAPUTO, GARZIA, O'KEEFE, GILLESPIE, STOUT, LAUGHLIN,
           VALICENTI, DOMBROWSKI, BELLOMINI, SALVATORE AND BUTERA,
           FEBRUARY 10, 1975

        AS AMENDED IN THE HOUSE OF REPRESENTATIVES, APRIL 22, 1975

                      In the House of Representatives, February 11, 1975

     1     WHEREAS, A young Peruvian, Alvaro Urea, was recently
     2  summarily deported after attempting to take part in an
     3  International Fellowship Program with a family in Pittsburgh.
     4  Mr. Urea was on his way to Pittsburgh when he attempted to clear
     5  the immigration authorities in Miami. Although he held a valid
     6  tourist visa, he was denied entry into this country because they
     7  suspected the young man might marry in the United States and try
     8  and remain here beyond the term of his visa. Although there was
     9  no basis to these allegations, the United States Immigration
    10  Service forced Mr. Urea to sign a statement promising to take
    11  the next flight back to Peru and only then he was allowed to
    12  make his one phone call before being forced to leave the
    13  country; and                                                      <--
    14     WHEREAS, These actions by the United States Immigration
    15  Service operated as a cruel fraud on an authorized and invited
    16  guest to this country, and were perpetrated in such a summary

     1  and clandestine manner that it was representative of the acts of
     2  a totalitarian government rather than what we would hope the
     3  acts of our Nation's authorities would be; and
     4     WHEREAS, It is actions of this kind that have seriously
     5  damaged our relations with Latin America; therefore be it
     6     RESOLVED, That the House of Representatives of the
     7  Commonwealth of Pennsylvania expresses its profound displeasure   <--
     8  with the actions taken by the United States Immigration
     9  Authorities in the case of Alvara Urea, and urges the United
    10  States Government to take action to right the wrong done to this
    11  foreign visitor and to take steps to prevent this type of
    12  incident from ever occurring again; and be it further
    13     RESOLVED, That copies of this document be sent to the
    14  President of the United States, the United States Immigration
    15  Services, and to each Senator and Representative of Pennsylvania  <--
    16  in the Congress of the United States.
