                                     AN ACT

     1  Amending the act of July 28, 1953 (P.L.723, No.230), entitled,
     2     as amended, "An act relating to counties of the second class
     3     and second class A; amending, revising, consolidating and
     4     changing the laws relating thereto," further regulating
     5     contracts and purchases.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Subsection (a) and the first paragraph of
     9  subsection (d) of section 2001, act of July 28, 1953 (P.L.723,
    10  No.230), known as the "Second Class County Code," amended July
    11  1, 1969 (P.L.122, No.50), are amended to read:
    12     Section 2001.  County Commissioners to Make Contracts.--The
    13  County Commissioners may make contracts for lawful purposes and
    14  for the purposes of carrying into execution the provisions of
    15  this section and the laws of the Commonwealth.
    16     (a)  All contracts or purchases in excess of [one thousand
    17  five hundred dollars ($1,500)] two thousand dollars ($2,000)
    18  shall be in writing and, except those hereinafter mentioned,
    19  shall not be made except with and from the lowest responsible


     1  bidder meeting specifications, after due notice in at least one
     2  newspaper of general circulation, published or circulating in
     3  the county at least three (3) times, at intervals of not less
     4  than three (3) days where daily newspapers of general
     5  circulation are employed for such publication, or in case weekly
     6  newspapers are employed, then the notice shall be published once
     7  a week for two (2) successive weeks. The first advertisement
     8  shall be published not less than ten (10) days prior to the date
     9  fixed for the opening of bids.

    11     (d)  The contracts or purchases made by the commissioners
    12  involving an expenditure of over [one thousand five hundred
    13  dollars ($1,500)] two thousand dollars ($2,000) which shall not
    14  require advertising or bidding as hereinbefore provided are as
    15  follows:

    17     Section 2.  This act shall take effect in 60 days.
