A SUPPLEMENT 1 To the act of (P.L. , No. ), entitled "An 2 act to provide for the expenses of the Executive, Legislative 3 and Judicial Departments of the Commonwealth, the public debt 4 and for the public schools for the fiscal period July 1, 1975 5 to June 30, 1976, and for the payment of bills incurred and 6 remaining unpaid at the close of the fiscal period ending 7 June 30, 1975," itemizing appropriations required from the 8 Federal Revenue Sharing Trust Fund for the proper operations 9 of the several departments of the Commonwealth authorized to 10 spend Federal Revenue Sharing Trust Fund moneys. 11 The General Assembly of the Commonwealth of Pennsylvania 12 hereby enacts as follows: 13 Section 1. This supplement shall be known and may be cited 14 as the "Federal Revenue Sharing Trust Fund Supplement to the 15 General Appropriation Act of 1975." 16 Section 2. The following sums or as much thereof as may be 17 necessary, are hereby specifically appropriated from the Federal 18 Revenue Sharing Trust Fund for the fiscal period July 1, 1975 to 19 September 30, 1976 to finance programs in the several 20 hereinafter named agencies: 21 I. Executive Department 22 To the Governor
1 For the Office of the Budget to provide 2 for the cost of publishing reports to the 3 Secretary of the Treasury as required by 4 the State and Local Fiscal Assistance Act 5 of 1972 ......................................... $ 10,000 6 To the Department of Education 7 For payment to school districts and 8 intermediate units on account of exceptional 9 children ........................................ 56,000,000 10 For approved Private Schools ................. 2,500,000 11 Payments to school districts and 12 intermediate units on account of nonpublic 13 and hazardous pupil transportation............... 26,000,000 14 To the Department of Environmental Resources 15 For payments to municipalities and municipality 16 authorities which have expended money to acquire 17 and construct sewage treatment plants in 18 accordance with the clean streams program and for 19 the repair, improvement or additions of certain 20 sewage treatment plants ......................... 12,283,000 21 To the Department of Labor and Industry 22 Payment to employes and charges for medical 23 services incurred in connection with the defense 24 of claims against the Commonwealth under the 25 Pennsylvania Occupational Disease Act, and The 26 Pennsylvania Workmen's Compensation Act ......... 30,000,000 27 II. Judicial Department 28 Miscellaneous 29 For the payment to the counties in 30 reimbursement of the direct costs incurred by 19750H1334B1559 - 2 -
1 such counties in the administration and 2 operation of all courts established pursuant 3 to Article V, section 1 of The Pennsylvania 4 Constitution. Costs incurred by the counties 5 in the administration and operation of all 6 courts means costs as reported to the 7 Department of Community Affairs in the 8 county's annual financial report forms under 9 the heading (A) "Judicial," but confined to the 10 subheading: (160) Courts, excluding 11 capital outlay. If a city coterminous with a county 12 does not report on the Department of Community 13 Affairs' form, its figures from the same 14 subheading, set forth in the department forms, 15 shall be used: Provided, That such payments 16 shall be made to the County Treasurer and in 17 cities of the first class coterminous with 18 counties of the first class to the City 19 Treasurer: And, provided further, That in the 20 event the amount herein appropriated is not 21 sufficient to reimburse all such costs, 22 payments shall be made to the counties in the 23 proportion which the costs of each county 24 bears to the total costs of all counties 25 during the most recently completed fiscal 26 year: And provided further, That in making 27 allocations and payments hereunder, the 28 Court Administrator of Pennsylvania shall 29 exclude all costs which are not properly 30 reportable under the heading hereinabove 19750H1334B1559 - 3 -

All Federal Revenue Sharing Trust Fund moneys 3 expended by the several State agencies named herein, or by any 4 political subdivision, organization or other agency receiving 5 such moneys from the State agencies named herein shall be spent 6 only in accordance with rules and regulations regarding the 7 expenditure of funds made available under PL 92-512 entitled 8 State and Local Fiscal Assistance Act of 1972. 9 Section 4.
