We, the undersigned, Committee of Conference on the part of the House of Representatives and Senate for the purpose of considering House Bill No. 1333, entitled: "An act amending the act of June 30, 1975 (No.8-A), entitled 'An act to provide for the expenses of the Executive, Legislative and Judicial Departments of the Commonwealth, * * *,' providing that the appropriation to the Department of Commerce for Bicentennial overburden, the appropriation to the Department of Community Affairs for housing and redevelopment assistance and the appropriation to the Legislative Department shall be continuing appropriations; * * *; and transferring, reinstating and reenacting an appropriation to the Department of Health from the Department of Public Welfare for grants to county departments of health." respectfully submit the following bill as our report: K. AN ACT 1 Amending the act of June 30, 1975 (No.8-A), entitled "An act to 2 provide for the expenses of the Executive, Legislative and 3 Judicial Departments of the Commonwealth, the public debt and 4 for the public schools for the fiscal period July 1, 1975 to 5 June 30, 1976, and for the payment of bills incurred and 6 remaining unpaid at the close of the fiscal period ending 7 June 30, 1975," providing that the appropriation to the 8 Department of Commerce for Bicentennial overburden, the 9 appropriation to the Department of Community Affairs for 10 housing and redevelopment assistance and the appropriation to 11 the Legislative Department shall be continuing 12 appropriations; changing or amending certain appropriations 13 to the Governor, the Pennsylvania Council on the Arts, the 14 Auditor General, the Treasury Department, the Department of 15 Agriculture, the Department of Banking, the Department of 16 Commerce, the Department of Education, the Department of 17 Environmental Resources, the Department of Health, the 18 Pennsylvania Historical and Museum Commission, the Department 19 of Insurance, the Department of Justice, the Department of 20 Labor and Industry, the Department of Military Affairs, the 21 Pennsylvania Board of Probation and Parole, the Department of 22 Property and Supplies, the Department of Public Welfare, the 23 Department of Revenue, the Department of State, the 24 Pennsylvania State Police, the State Tax Equalization Board, 25 the Department of Transportation, the Pennsylvania Public 26 Television Network Commission, to the Senate and the House of 27 Representatives for expenses of the Members, for the 28 Appropriation Committees, for the Majority and Minority 29 Leadership Accounts, and for the Majority and Minority 30 Legislative Management Accounts, to the Chief Clerk of the 31 House of Representatives and the Secretary of the Senate 32 jointly for flags, and to the Judicial Department, clarifying 33 appropriations to the General Assembly and to the Department 34 of Public Welfare as to contracts for services for the aging; 35 adding appropriations to the Governor for the National 36 Governor's Conference, to the Department of Commerce for the 37 community facilities program and for grants to municipalities 38 for bicentennial costs, to the Department of Community 39 Affairs for housing and redevelopment assistance, to the 40 Department of Education for replacement of a school building 41 destroyed by mine subsidence, to the Department of 42 Environmental Resources for deep mine safety inspections, for 43 payment to the Solid Waste Demonstration Grants-in-Aid Fund, 44 and for Presque Isle State Park, to the Department of Health 45 for Cooley's Anemia, to the Department of Public Welfare for 46 the Delaware County Center for the blind and for payments to 47 second class counties for county homes, to the Senate and the 48 House of Representatives for a Bicentennial Legislative 49 Session and a Commonwealth Emergency Medical System; 50 reinstating and reenacting appropriations to the Department 51 of Public Welfare for child welfare programs and the food 52 stamp program, and to the Judicial Department for county 53 reimbursement for court costs; and transferring, reinstating 54 and reenacting an appropriation to the Department of Health 55 from the Department of Public Welfare for grants to county 56 departments of health.
1 The General Assembly of the Commonwealth of Pennsylvania 2 hereby enacts as follows: 3 Section 1. Section 2, act of June 30, 1975 (No.8-A), known 4 as the "General Appropriation Act of 1975," is amended by 5 changing or amending certain appropriations to the Governor, the 6 Pennsylvania Council on the Arts, the Auditor General, the 7 Treasury Department, the Department of Agriculture, the 8 Department of Banking, the Department of Commerce, the 9 Department of Education, the Department of Environmental 10 Resources, the Department of Health, the Pennsylvania Historical 11 and Museum Commission, the Department of Insurance, the 12 Department of Justice, the Department of Labor and Industry, the 13 Department of Military Affairs, the Pennsylvania Board of 14 Probation and Parole, the Department of Property and Supplies, 15 the Department of Public Welfare, the Department of Revenue, the 16 Department of State, the Pennsylvania State Police, the State 17 Tax Equalization Board, the Department of Transportation, the 18 Pennsylvania Public Television Network Commission, the Senate 19 and the House of Representatives for the expenses of the 20 members, the Appropriations Committees, the Majority and 21 Minority Leadership Accounts, and the Majority and Minority 22 Legislative Management Accounts, to the Chief Clerk of the House 23 of Representatives and the Secretary of the Senate jointly for 24 flags, and to the Judicial Department; and by adding 25 appropriations to the Governor for the National Governor's 26 Conference, to the Department of Commerce for the community 27 facilities program and for grants to municipalities for 28 Bicentennial costs, to the Department of Community Affairs for 29 housing and redevelopment assistance, to the Department of 30 Education for a school building destroyed by mine subsidence, to 19750H1333B2597 - 2 -

The 13 committee shall have the authority to examine and 14 inspect all properties, equipment, facilities, 15 files, records and accounts of any State office, 16 department, institution, board, committee, commis- 17 sion or agency or any institution or agency 18 supported, in whole or in part, by appropriation 19 from the State Treasury and to administer oaths. 20 The committee may issue subpoenas under the hand 21 and seal of the chairman to compel the attendance 22 of witnesses and the production of any papers, 23 books, accounts, documents and testimony touching 24 matters properly being inquired into by the commit- 25 tee and to cause the deposition of witnesses either 26 residing within or without the State to be taken 27 in the manner prescribed by laws for taking deposi- 28 tions in civil actions.
