AN ACT 1 Establishing a program for legislative internship and making an 2 appropriation. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. This act shall be known and may be cited as the 6 "Legislative Internship Act." 7 Section 2. The legislative internship program is hereby 8 established to provide students with an opportunity of gaining 9 valuable educational experience outside the traditional 10 educational classroom situation, and to provide compensation to 11 students engaged in the program. 12 Section 3. Any student is eligible to participate in the 13 legislative internship program who is enrolled in an accredited 14 college or university in the Commonwealth of Pennsylvania, or in 15 an accredited program of off-campus study under the supervision 16 of such college or university, or enrolled in an independent 17 study or research program at such college or university.
1 Section 4. Members of the House of Representatives may 2 sponsor students in the program. Not more than two legislative 3 interns shall be sponsored at the same time by one member. 4 Payments to interns shall be limited to 30 weeks. 5 Section 5. Applicants may (i) contact the person for whom 6 they wish to work; (ii) contact the Chairman of the Subcommittee 7 on Higher Education of the House of Representatives or (iii) 8 request the person responsible for the college or university 9 program to contact a member of the House of Representatives. 10 The Chairman of the Subcommittee on Higher Education shall 11 compile a list of all members who wish to participate in the 12 legislative internship program. 13 Section 6. The student shall sign an internship agreement 14 with the individual member and the Chief Clerk of the House of 15 Representatives. 16 The student shall not be considered an employee of the House 17 of Representatives. 18 Section 7. Each student shall be paid compensation of $75 19 per week. For payment of the compensation, the Chief Clerk shall 20 contribute $45 and the member shall contribute $30. 21 Section 8. The sum of $500,000 is appropriated to the Chief 22 Clerk of the House of Representatives for the payment of 23 compensation to legislative interns. 24 Of the sum appropriated, the Chief Clerk shall credit 25 $200,000 to the expense accounts of individual members of the 26 House of Representatives for their share of the compensation to 27 legislative interns. The amount so credited shall be in addition 28 to any other funds appropriated for the members' expense 29 accounts. 30 Section 9. This act shall take effect in 60 days.
