                                     AN ACT

     1  Amending the act of July 31, 1968 (P.L.769, No.240), entitled
     2     "An act relating to Commonwealth documents; providing for the
     3     printing and distribution of administrative regulations;
     4     regulating the adoption, publication, codification and
     5     effectiveness of regulations, statements of policy, and
     6     certain other Commonwealth documents; creating the Joint
     7     Committee on Documents and prescribing its powers and duties;
     8     providing penalties, and making appropriations and repeals,"
     9     providing for certain certifications by the Legislative
    10     Reference Bureau.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13     Section 1.  The act of July 31, 1968 (P.L.769, No.240), known
    14  as the "Commonwealth Documents Law," is amended by adding a
    15  section to read:
    16     Section 508.  Certification by Bureau as Evidence.--(a)
    17  Copies of all documents, records and papers of the Legislative
    18  Reference Bureau, when duly certified by the Director or
    19  Assistant Director, shall be admissible as evidence in
    20  proceedings in the several courts of this Commonwealth and
    21  before any government agency in all cases where the original
    22  documents, records and papers would be admitted as evidence,


     1  with the same force and effect as the originals.
     2     (b)  A certification by the Director or the Assistant
     3  Director of the Legislative Reference Bureau as to the filing or
     4  absence of filing of a document or publication or the absence of
     5  publication of a document shall be admissible as evidence in
     6  proceedings in the several courts of this Commonwealth and
     7  before any government agency.
     8     (c)  Unless directed otherwise by the court or the presiding
     9  officer of the agency, a certification issued under this section
    10  shall constitute sufficient compliance with a subpoena directing
    11  an officer or employe of the Legislative Reference Bureau to
    12  appear for the purpose of presenting testimony or producing
    13  documents relating to matters set forth in the certification or
    14  accompanying documents.
    15     Section 2.  This act shall take effect immediately.
