                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, authorizing payment of increased retirement
     3     benefits to beneficiaries of members.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby resolves as follows:
     6     Section 1.  The following amendment to the Constitution of
     7  the Commonwealth of Pennsylvania is proposed in accordance with
     8  the provisions of the eleventh article thereof:
     9     That section twenty-six, article three of the Constitution of
    10  the Commonwealth of Pennsylvania be amended to read:
    11     Section 26.  Extra Compensation Prohibited; Claims Against
    12  the Commonwealth; Pensions.--No bill shall be passed giving any
    13  extra compensation to any public officer, servant, employe,
    14  agent or contractor, after services shall have been rendered or
    15  contract made, nor providing for the payment of any claim
    16  against the Commonwealth without previous authority of law:
    17  Provided, however, That nothing in this Constitution shall be
    18  construed to prohibit the General Assembly from authorizing the


     1  increase of retirement [allowances or pensions of] benefits
     2  payable to members or beneficiaries of members of a retirement
     3  or pension system now in effect or hereafter legally constituted
     4  by the Commonwealth, its political subdivisions, agencies or
     5  instrumentalities, after the termination of the services of said
     6  member.
     7     Section 2.  This proposed amendment shall be submitted by the
     8  Secretary of the Commonwealth to the qualified electors of the
     9  State at the primary or general election next held after the
    10  advertising requirements of section one of article eleven of the
    11  Constitution of the Commonwealth of Pennsylvania have been
    12  satisfied.
