AN ACT 1 Amending the act of April 9, 1929 (P.L.177, No.175), entitled 2 "An act providing for and reorganizing the conduct of the 3 executive and administrative work of the Commonwealth by the 4 Executive Department thereof and the administrative 5 departments, boards, commissions, and officers thereof, 6 including the boards of trustees of State Normal Schools, or 7 Teachers Colleges; abolishing, creating, reorganizing or 8 authorizing the reorganization of certain administrative 9 departments, boards, and commissions; defining the powers and 10 duties of the Governor and other executive and administrative 11 officers, and of the several administrative departments, 12 boards, commissions, and officers; fixing the salaries of the 13 Governor, Lieutenant Governor, and certain other executive 14 and administrative officers; providing for the appointment of 15 certain administrative officers, and of all deputies and 16 other assistants and employes in certain departments, boards, 17 and commissions; and prescribing the manner in which the 18 number and compensation of the deputies and all other 19 assistants and employes of certain departments, boards and 20 commissions shall be determined," authorizing certain Campus 21 Police to assist certain municipal authorities in emergency 22 situations. 23 The General Assembly of the Commonwealth of Pennsylvania 24 hereby enacts as follows: 25 Section 1. The last paragraph of subsection (h) of section 26 2416, act of April 9, 1929 (P.L.177, No.175), known as "The 27 Administrative Code of 1929," amended July 7, 1968 (P.L.297,
1 No.149), is amended to read: 2 Section 2416. Capitol Police, Commonwealth Property Police 3 and Campus Police.--The Capitol Police, Commonwealth Property 4 Police and the Security or Campus Police of all State colleges 5 and universities and State aided or related colleges and 6 universities shall have the power, and their duty shall be: 7 * * * 8 Security and Campus Police shall exercise their powers and 9 perform their duties only on the premises of the State colleges 10 and universities and State aided or related colleges and 11 universities by or for which they are employed and only after 12 they have completed a course of training INCLUDING CRISIS <-- 13 INTERVENTION TRAINING AND RIOT CONTROL AS approved by the police 14 commissioner or chief of the municipality in which said premises 15 are located except, that Campus Police employed by State aided <-- 16 or related OWNED colleges and universities located in any <-- 17 municipalities, other than cities of the first class or second 18 class may , ARE AUTHORIZED, in emergency situations occurring <-- 19 within the municipality, upon the request of the mayor or other 20 executive authority and under the direction of the local law 21 enforcement authorities, TO exercise those powers and perform <-- 22 those duties conferred pursuant to this section within the 23 municipality for the limited purpose of aiding local authorities 24 in emergency situations. WHEN SO ACTING, THE CAMPUS POLICE SHALL <-- 25 BE ACTING WITHIN THE SCOPE OF THE AUTHORITY OF THIS ACT AND ARE, 26 AT ALL TIMES, STATE EMPLOYES OF THIS COMMONWEALTH AND ENTITLED 27 TO ALL THE RIGHTS AND BENEFITS ACCRUING THEREFROM. 28 Section 2.
