AN ACT 1 Amending the act of July 7, 1972 (No.17-A), entitled "An act to 2 provide for the expenses of the Executive, Legislative and 3 Judicial Departments of the Commonwealth, the public debt and 4 for the public schools for the fiscal year July 1, 1972 to 5 June 30, 1973, and for the payment of bills incurred and 6 remaining unpaid at the close of the fiscal period ending 7 June 30, 1972," changing, adding and deleting certain 8 appropriations to the Executive and Legislative Departments. 9 The General Assembly of the Commonwealth of Pennsylvania 10 hereby enacts as follows: 11 Section 1. As much as relates to certain appropriations to 12 the Departments of Community Affairs, Education, Health, 13 Property and Supplies, Public Welfare and State and to the 14 Senate, House of Representatives and the Legislative Reference 15 Bureau in section 2, act of July 7, 1972 (No.17-A), known as 16 "The General Appropriation Act of 1972," is amended to read: 17 Section 2. The following sums, or as much thereof as may be 18 necessary, are hereby specifically appropriated from the General 19 Fund to the several hereinafter named agencies of the Executive, 20 Legislative and Judicial Departments of the Commonwealth for the 21 payment of the salaries, wages or other compensation and travel
1 expense of the duly elected or appointed officers and employes 2 of the Commonwealth, for payment of fees of contractual services 3 rendered, for the purchase or rental of goods, services, 4 printing, equipment, land and buildings and for payment of any 5 other expenses, as provided by law or by this act, necessary for 6 the proper conduct of the duties, functions and activities and 7 for the purposes hereinafter set forth for the fiscal year 8 beginning July 1, 1972, and for the payment of bills incurred 9 and remaining unpaid at the close of the fiscal period ending 10 June 30, 1972. 11 I. 1 Provided, That the Secretary of Education, 2 with the approval of the Governor, may 3 make payments from this appropriation in 4 advance of the due date prescribed by 5 law to school districts which are 6 financially handicapped, whenever he shall 7 deem it necessary to make such advanced 8 payments to enable the school districts 9 to keep their public school open.. 1 mittees during Legislative Sessions and during the
2 interim between Legislative Sessions. The sum
3 appropriated shall be paid on warrant of the State
4 Treasurer in favor of the Majority Leader on the
5 presentation of his requisition for the same. The
6 Majority Leader shall, not later than thirty days
7 after the termination of his term of office or
8 until his successor is elected and also within
9 thirty days after the adjournment of any regular or
10 special session, file an account together with sup-
11 porting documents whenever possible in the office
12 of the Majority Leader of such expenses since the
13 filing of the prior account...... [300,000] 345,000
14 For the payment to a Committee of the House of
15 Representatives composed of the Minority Leader,
16 the Minority Whip, the Minority Caucus Chairman,
17 and the Minority Caucus Secretary for allocation
18 in its discretion to the several committees of the
19 House of Representatives for the payment of the
20 expenses of hiring such additional personnel and
21 staff and for conducting such research and study
22 projects as may be required or arise in connection
23 with the work of such committees during Legislative
24 Sessions and during the interim between Legislative
25 Sessions. The sum appropriated shall be paid on
26 warrant of the State Treasurer in favor of the
27 Minority Leader on the presentation of his requisi-
28 tion for the same. The Minority Leader shall, not
29 later than thirty days after the termination of his
30 term of office or until his successor is elected
