AN ACT 1 Amending the act of August 31, 1971 (Act No. 27-A), entitled "An 2 act to provide for the expenses of the Executive, Legislative 3 and Judicial Departments of the Commonwealth, the public debt 4 and for the public schools for the fiscal year July 1, 1971 5 to June 30, 1972, and for the payment of bills incurred and 6 remaining unpaid at the close of the fiscal period ending 7 June 30, 1971," providing additional appropriations for the 8 MILK MARKETING BOARD AND THE Departments of Property and <-- 9 Supplies and State, and making changes in appropriations to 10 the Department of Property and Supplies and to the General 11 Assembly. 12 The General Assembly of the Commonwealth of Pennsylvania 13 hereby enacts as follows: 14 Section 1. Section 2, act of August 31, 1971 (Act No. 27-A), 15 known as "The General Appropriation Act of 1971," is amended by 16 ADDING AN ITEM UNDER THE MILK MARKETING BOARD, amending the <-- 17 first item and adding an item thereafter under the Department of 18 Property and Supplies, ADDING AN ITEM AFTER THE SECOND ITEM <-- 19 UNDER THE DEPARTMENT OF STATE and amending the thirty-second 20 item under the Senate to read: 21 Section 2. The following sums, or as much thereof as may be 22 necessary, are hereby specifically appropriated from the General
1 Fund to the several hereinafter named agencies of the Executive, 2 Legislative and Judicial Departments of the Commonwealth for the 3 payment of the salaries, wages or other compensation and travel 4 expense of the duly elected or appointed officers and employes 5 of the Commonwealth, for payment of fees of contractual services 6 rendered, for the purchase or rental of goods, services, 7 printing, equipment, land and buildings and for payment of any 8 other expenses, as provided by law or by this act, necessary for 9 the proper conduct of the duties, functions and activities and 10 for the purposes hereinafter set forth for the fiscal year 11 beginning July 1, 1971, and for the payment of bills incurred 12 and remaining unpaid at the close of the fiscal period ending 13 June 30, 1971. 14 I. EXECUTIVE DEPARTMENT 15 * * * 16 TO THE MILK MARKETING BOARD <-- 17 * * * 18 FOR PAYMENT INTO THE RESTRICTED <-- 19 RECEIPT ACCOUNT WITH THE MILK MARKETING FUND 20 KNOWN AS "UNDERPAYMENT TO DAIRY FARMERS"............. $200,000 21 To the Department of Property and Supplies 22 For the salaries, wages and all necessary 23 expenses for the proper administration of the 24 Department of Property and Supplies including 25 distribution of surplus State property, purchase, 26 maintenance and disposition of State automotive 27 equipment, editing, printing and distribution of 28 State publications, purchase of commodities for 29 State agencies, standards and specifications of 30 commodities for State agencies, real estate and 19710S1088B1409 - 2 -
1 insurance, building, construction and engineer- 2 ing, maintenance and custody of State office 3 buildings and grounds, administrative services, 4 general services, and distribution of Federal 5 surplus commodities.................................. 15,765,000 6 In addition to this amount, all moneys 7 received from the Federal Government, from 8 the various departments, boards and commissions 9 as rental charges for permanently assigned 10 automobiles or from any other source as 11 contributions for this program shall be paid 12 into the General Fund and credited to this 13 appropriation. 14 For the payment of expenses incurred by 15 moving various departments in order to make 16 additional space in the Capitol Building 17 available for legislative uses, including the 18 purchase of shelving, dismantling and re- 19 assembling vaults and purchasing permanent 20 shelves and cases for the Department of 21 Community Affairs, renovation of the base- 22 ment rooms of the Capitol for the Depart- 23 ment of Environmental Resources, and any 24 other necessary moving expenses involved............. 90,150 25 * * * 26 TO THE DEPARTMENT OF STATE <-- 27 * * * 28 FOR THE PAYMENT OF EXPENSES INCURRED IN 29 PUBLISHING ANY REAPPORTIONMENT PLAN FILED BY 30 THE LEGISLATIVE REAPPORTIONMENT COMMISSION, 19710S1088B1409 - 3 -

LEGISLATIVE DEPARTMENT 5 To the Senate 6 * * * 7 For State Share of Retirement, [and] Social 8 Security-Majority and Minority Committees, 9 hospitalization and incidental expenses.............. 68,000 10 * * * 11 Section 2. Section 6 of the act is amended to read: 12 Section 6. The term "expenses" and "maintenance" shall 13 include all printing, binding and stationery, food and forage, 14 materials and supplies, traveling expenses, training, motor 15 vehicle supplies and repairs, freight, express, and cartage, 16 postage, telephones and telegraph rentals and toll charges, 17 newspaper advertising and notices, fuel, light, heat, power and 18 water, repairs or reconstruction of equipment, buildings and 19 facilities, rent of real estate and equipment, premiums on 20 workmen's compensation, insurance premiums on policies of 21 liability insurance, premiums on medical payment insurance and 22 surety bonds for volunteer workers, premiums on employe group 23 life insurance, and employe and retired employe group hospital 24 and medical insurance, payment of Commonwealth share of social 25 security taxes for State employes, the purchase of replacement 26 or additional equipment and machinery and all other incidental 27 costs and expenses, including payment to the Department of 28 Property and Supplies of mileage and other charges for the use 29 of automobiles and rental payments for permanently assigned 30 automobiles and of expenses or costs of services incurred 19710S1088B1409 - 4 -
1 through the Purchasing Fund. The term "expenses" also shall 2 include the medical costs for the treatment of inmates of State 3 institutions when the inmate must be transferred to an outside 4 hospital: Provided, That in no case shall the State institution 5 pay more for patient care than that provided under the State 6 medical assistance program. 7 Section 3.
