                                     AN ACT

     1  Amending the act of August 31, 1971 (Act No. 27-A), entitled "An
     2     act to provide for the expenses of the Executive, Legislative
     3     and Judicial Departments of the Commonwealth, the public debt
     4     and for the public schools for the fiscal year July 1, 1971
     5     to June 30, 1972, and for the payment of bills incurred and
     6     remaining unpaid at the close of the fiscal period ending
     7     June 30, 1971," providing additional appropriations for the
     8     Departments of Property and Supplies and State, and making
     9     changes in appropriations to the Department of Property and
    10     Supplies and to the General Assembly.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13     Section 1.  Section 2, act of August 31, 1971 (Act No. 27-A),
    14  known as "The General Appropriation Act of 1971," by amending
    15  the first item and adding an item thereafter under the
    16  Department of Property and Supplies, adding an item after the
    17  second item under the Department of State and amending the
    18  thirty-second item under the Senate to read:
    19     Section 2.  The following sums, or as much thereof as may be
    20  necessary, are hereby specifically appropriated from the General
    21  Fund to the several hereinafter named agencies of the Executive,
    22  Legislative and Judicial Departments of the Commonwealth for the


     1  payment of the salaries, wages or other compensation and travel
     2  expense of the duly elected or appointed officers and employes
     3  of the Commonwealth, for payment of fees of contractual services
     4  rendered, for the purchase or rental of goods, services,
     5  printing, equipment, land and buildings and for payment of any
     6  other expenses, as provided by law or by this act, necessary for
     7  the proper conduct of the duties, functions and activities and
     8  for the purposes hereinafter set forth for the fiscal year
     9  beginning July 1, 1971, and for the payment of bills incurred
    10  and remaining unpaid at the close of the fiscal period ending
    11  June 30, 1971.
    12                      I. EXECUTIVE DEPARTMENT

    14             To the Department of Property and Supplies
    15     For the salaries, wages and all necessary
    16  expenses for the proper administration of the
    17  Department of Property and Supplies including
    18  distribution of surplus State property, purchase,
    19  maintenance and disposition of State automotive
    20  equipment, editing, printing and distribution of
    21  State publications, purchase of commodities for
    22  State agencies, standards and specifications of
    23  commodities for State agencies, real estate and
    24  insurance, building, construction and engineer-
    25  ing, maintenance and custody of State office
    26  buildings and grounds, administrative services,
    27  general services, and distribution of Federal
    28  surplus commodities.................................. 15,765,000
    29     In addition to this amount, all moneys
    30  received from the Federal Government, from

     1  the various departments, boards and commissions
     2  as rental charges for permanently assigned
     3  automobiles or from any other source as
     4  contributions for this program shall be paid
     5  into the General Fund and credited to this
     6  appropriation.
     7     For the payment of expenses incurred by 
     8  moving various departments in order to make
     9  additional space in the Capitol Building
    10  available for legislative uses, including the
    11  purchase of shelving, dismantling and re-
    12  assembling vaults and purchasing permanent
    13  shelves and cases for the Department of
    14  Community Affairs, renovation of the base-
    15  ment rooms of the Capitol for the Depart-
    16  ment of Environmental Resources, and any
    17  other necessary moving expenses involved.............     90,150

    21     For the payment of expenses incurred in
    22  publishing any reapportionment plan filed by
    23  the Legislative Reapportionment Commission,
    24  pursuant to Article II, section 17, subsection
    25  (h) of the Pennsylvania Constitution.................    500,000

     4     Section 2.  Section 6 of the act is amended to read:
     5     Section 6.  The term "expenses" and "maintenance" shall
     6  include all printing, binding and stationery, food and forage,
     7  materials and supplies, traveling expenses, training, motor
     8  vehicle supplies and repairs, freight, express, and cartage,
     9  postage, telephones and telegraph rentals and toll charges,
    10  newspaper advertising and notices, fuel, light, heat, power and
    11  water, repairs or reconstruction of equipment, buildings and
    12  facilities, rent of real estate and equipment, premiums on
    13  workmen's compensation, insurance premiums on policies of
    14  liability insurance, premiums on medical payment insurance and
    15  surety bonds for volunteer workers, premiums on employe group
    16  life insurance, and employe and retired employe group hospital
    17  and medical insurance, payment of Commonwealth share of social
    18  security taxes for State employes, the purchase of replacement
    19  or additional equipment and machinery and all other incidental
    20  costs and expenses, including payment to the Department of
    21  Property and Supplies of mileage and other charges for the use
    22  of automobiles and rental payments for permanently assigned
    23  automobiles and of expenses or costs of services incurred
    24  through the Purchasing Fund. The term "expenses" also shall
    25  include the medical costs for the treatment of inmates of State
    26  institutions when the inmate must be transferred to an outside
    27  hospital: Provided, That in no case shall the State institution
    28  pay more for patient care than that provided under the State
    29  medical assistance program.
    30     Section 3.  This act shall take effect immediately.
