AN ACT 1 Amending the act of June 30, 1971 (Appropriation Act No. 7-A), 2 entitled "An act making appropriations to the Department of 3 Public Welfare and providing 4 for certain allocations therefrom for the purpose of carrying 5 out the Public Assistance Law for the year beginning July 1, 6 1971 and for the payment of assistance and expenses accrued or 7 incurred prior to and remaining unpaid on June 30, 1971," 8 increasing the amount appropriated. 9 The General Assembly of the Commonwealth of Pennsylvania 10 hereby enacts as follows: 11 Section 1. Section 1, act of June 30, 1971 (Appropriation 12 Act No. 7-A), entitled "An act making appropriations to the 13 Department of Public Welfare and providing for certain 14 allocations therefrom for the purpose of carrying out the Public 15 Assistance Law for the year beginning July 1, 1971 and for the 16 payment of assistance and expenses accrued or incurred prior to 17 and remaining unpaid on June 30, 1971," is amended to read: 18 Section 1. The sum of [fifty-six million six hundred 19 thousand dollars ($56,600,000)] one hundred million dollars 20 ($100,000,000), or as much thereof as may be necessary, is 21 hereby specifically appropriated to the Department of Public
1 Welfare for the payment of assistance and administrative 2 expenses for the fiscal year beginning July 1, 1971 and for the 3 payment of assistance and administrative expenses incurred prior 4 to and remaining unpaid June 30, 1971, as provided in the act of 5 June 24, 1937 (P.L.2017), the act of June 24, 1937 (P.L.2045) 6 and the act of May 10, 1951 (P.L.279), July 13, 1953 (P.L.431), 7 August 9, 1955 (P.L.323), the Public Welfare Code, The Fiscal 8 Code, The Penal Code and the Public School Code of 1949. In 9 addition to this amount, all moneys received from the Federal 10 Government, or from any other source as contributions for this 11 program, shall be paid into the General Fund and credited to 12 this appropriation. The Department of Public Welfare shall 13 allocate funds from time to time for administrative expenses of 14 the several county boards of assistance, for such administrative 15 expenses incurred by the department which are chargeable to such 16 boards and for the payment of attorney's fees and court costs 17 necessary for the proper conduct of the public assistance 18 programs: Provided, That no rule or regulation shall be adopted 19 by the Secretary of Public Welfare during the fiscal year 1971- 20 1972 which adds to the cost of any public assistance program. 21 Section 2.
