AN ACT
1 Providing for the compensation of county officers in counties of
2 the second through eighth classes, for the disposition of
3 fees, for filing of bonds
4 in certain cases and for duties of certain officers.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby enacts as follows:
7 Section 1. The annual salaries of county commissioners shall
8 be as follows:
9 (1) Counties of the second class

27 shall be as follows:

6 (b) Every county treasurer shall perform the duties now or
7 hereafter required by law, and shall be an issuing agent of the
8 Commonwealth of Pennsylvania for the sale of hunting licenses,
9 fishing licenses, and dog licenses, and comply with the laws
10 relating thereto and the rules and regulations of the Secretary
11 of Revenue.
12 Section 4. The annual salaries of county controllers and
13 auditors shall be as follows:
14 (1) Counties of the second class.............. $24,000
15 (2) Counties of the second class A............ 20,500
16 (3) Counties of the third class............... 17,500
17 (4) Counties of the fourth class.............. 15,500
18 (5) Counties of the fifth class............... 13,000
19 (6) Counties of the sixth class where the
20 office of controller exists or may be
21 created................................... 11,000
22 (7) Counties of the seventh class where the
23 office of controller exists or may be
24 created................................... 9,500
25 (8) Counties of the eighth class where the
26 office of controller exists or may be
27 created................................... 8,000
28 The county auditors in counties of the sixth, seventh, and
29 eighth classes, where the office of controller does not exist,
30 shall each receive thirty dollars ($30) for each six hours of

1 work in the discharge of their duties, together with twelve
2 cents (12¢) per circular mile from and to their homes, once,
3 each and every day so employed.
4 Section 5. The annual salaries of district attorneys shall
5 be as follows:
6 (1) Counties of the second class.............. $24,000

9 (4) Counties of the fourth class.............. 16,500
10 (5) Counties of the fifth class............... 13,500

14 Section 6. (a) The annual salaries of recorders of deeds
15 shall be as follows:
16 (1) Counties of the second class.............. $24,000
17 (2) Counties of the second class A............ 20,500
18 (3) Counties of the third class............... 17,500
19 (4) Counties of the fourth class.............. 15,500
20 (5) Counties of the fifth class............... 13,000
21 (6) Counties of the sixth class............... 11,000
22 (7) Counties of the seventh class............. 9,500
23 (8) Counties of the eighth class.............. 8,000
24 (b) The recorder of deeds shall perform the duties now or
25 hereafter required by law, and shall be the collection agent for
26 the Commonwealth of Pennsylvania of the Pennsylvania realty
27 transfer tax, and shall comply with the laws relating thereto
28 and the rules and regulations of the Secretary of Revenue.
29 (c) The recorder of deeds shall be the collection agent for
30 any political subdivision levying a local realty transfer tax

1 without compensation from the political subdivision. On or
2 before the tenth of each month, the recorder of deeds shall pay
3 over to the appropriate political subdivision all local realty
4 transfer taxes collected, less two per cent for use of the
5 county, together with a report containing the information as is
6 required by the Commonwealth of Pennsylvania in reporting
7 collections of the Pennsylvania realty transfer tax. The
8 recorder of deeds shall pay the two per cent withheld to the
9 county. The county shall obtain and pay the premium or premiums
10 on any bond or bonds necessary to cover the performance of the
11 recorder of deeds' duties under this subsection.
12 Section 7. (a) The annual salaries of registers of wills
13 shall be as follows:
14 (1) Counties of the second class.............. $24,000
15 (2) Counties of the second class A............ 20,500
16 (3) Counties of the third class............... 17,500
17 (4) Counties of the fourth class.............. 15,500
18 (5) Counties of the fifth class............... 13,000
19 (6) Counties of the sixth class............... 11,000
20 (7) Counties of the seventh class............. 9,500
21 (8) Counties of the eighth class.............. 8,000
22 (b) The registers of wills shall perform the duties now or
23 hereafter required by law, and shall be the agent of the
24 Commonwealth of Pennsylvania for the collection of Pennsylvania
25 transfer inheritance and estate taxes in the case of resident
26 decedents under the supervision of the Secretary of Revenue and
27 pursuant to the rules and regulations of the Secretary of
28 Revenue.
29 Section 8. The annual salaries of prothonotaries, clerks of
30 the criminal court division of the courts of common pleas and

1 clerks of the orphans' court division of the courts of common
2 pleas shall be as follows:

11 Section 9. The annual salaries of coroners shall be as
12 follows:

21 Section 10. The annual salaries of jury commissioners shall
22 be as follows:

26 (4) Counties of the fourth class.............. 1,800
27 (5) Counties of the fifth class............... 1,300

1 Section 11. Where any of the officers herein mentioned hold
2 two or more of the offices for which a salary is herein fixed,
3 he shall receive the highest salary fixed for any one of the
4 offices which he holds, plus an additional amount of one
5 thousand dollars ($1,000) per annum.
6 Section 12. (a) The county officers shall be paid only the
7 salary provided herein for services performed for the county or
8 any other governmental unit: Provided, however, That this
9 restriction shall not apply to those county officers receiving a
10 salary as executive and administrative officers of institution
11 districts existing in their counties.
12 (b) All fees and commissions received in the conduct of any
13 county office shall be paid directly to the county. Fees shall
14 not be deemed to include reimbursement for mileage.
15 Section 13. This act shall take effect the first Monday of
16 January, 1972. In the event that any stabilization of wages and
17 salaries shall be in effect pursuant to any executive order of
18 the President of the United States under the Economic
19 Stabilization Act of 1970 (P.L.91-379, 84 Stat.799), the
20 provisions of this act shall take effect at the termination of
21 such wage or salary stabilization, and, after April 23, 1972, to
22 every county officer holding office who was elected on November
23 4, 1969, or appointed to fill the unexpired term of a county
24 officer elected on November 4, 1969.
