AN ACT 1 Providing for the compensation of county officers in counties of 2 the second through eighth classes, for the disposition of 3 fees, for filing of bonds 4 in certain cases and for duties of certain officers. 5 The General Assembly of the Commonwealth of Pennsylvania 6 hereby enacts as follows: 7 Section 1. 8 (b) Every county treasurer shall perform the duties now or
9 hereafter required by law, and shall be an issuing agent of the
10 Commonwealth of Pennsylvania for the sale of hunting licenses,
11 fishing licenses, and dog licenses, and comply with the laws
12 relating thereto and the rules and regulations of the Secretary
13 of Revenue.
14 Section 4. The annual salaries of county controllers and
15 auditors shall be as follows:

1 The county auditors in counties of the sixth, seventh, and 2 eighth classes, where the office of controller does not exist, 3 shall each receive thirty dollars ($30) for each six hours of 4 work in the discharge of their duties, together with twelve 5 cents (12¢) per circular mile from and to their homes, once, 6 each and every day so employed. 7 Section 5. 1 the Commonwealth of Pennsylvania of the Pennsylvania realty
2 transfer tax, and shall comply with the laws relating thereto
3 and the rules and regulations of the Secretary of Revenue.
4 (c) The recorder of deeds shall be the collection agent for
5 any political subdivision levying a local realty transfer tax
6 without compensation from the political subdivision. On or
7 before the tenth of each month, the recorder of deeds shall pay
8 over to the appropriate political subdivision all local realty
9 transfer taxes collected, less two per cent for use of the
10 county, together with a report containing the information as is
11 required by the Commonwealth of Pennsylvania in reporting
12 collections of the Pennsylvania realty transfer tax. The
13 recorder of deeds shall pay the two per cent withheld to the
14 county. The county shall obtain and pay the premium or premiums
15 on any bond or bonds necessary to cover the performance of the
16 recorder of deeds' duties under this subsection.
17 Section 7. (a) The annual salaries of registers of wills
18 shall be as follows:

28 (b) The registers of wills shall perform the duties now or
29 hereafter required by law, and shall be the agent of the
30 Commonwealth of Pennsylvania for the collection of Pennsylvania

1 transfer inheritance and estate taxes in the case of resident 2 decedents under the supervision of the Secretary of Revenue and 3 pursuant to the rules and regulations of the Secretary of 4 Revenue. 5 Section 8. Where any of the officers herein mentioned hold 14 two or more of the offices for which a salary is herein fixed, 15 he shall receive the highest salary fixed for any one of the 16 offices which he holds, plus an additional amount not to exceed <-- 17 OF one thousand dollars ($1,000) per annum. <-- 18 Section 12. (a) The county officers shall be paid only the 19 salary provided herein for services performed for the county or 20 any other governmental unit: PROVIDED, HOWEVER, THAT THIS <-- 21 RESTRICTION SHALL NOT APPLY TO THOSE COUNTY OFFICERS RECEIVING A 22 SALARY AS EXECUTIVE AND ADMINISTRATIVE OFFICERS OF INSTITUTION 23 DISTRICTS EXISTING IN THEIR COUNTIES. 24 (b) All fees and commissions received in the conduct of any 25 county office shall be paid directly to the county. Fees shall 26 not be deemed to include reimbursement for mileage. 27 Section 13. This act shall take effect immediately and shall <-- 28 apply to all county officers elected or appointed on or after 29 the Tuesday next following the first Monday of November, 1971 30 THE FIRST MONDAY OF JANUARY, 1972. 1 STABILIZATION OF WAGES AND SALARIES SHALL BE IN EFFECT PURSUANT 2 TO ANY EXECUTIVE ORDER OF THE PRESIDENT OF THE UNITED STATES 3 UNDER THE ECONOMIC STABILIZATION ACT OF 1970 (P.L.91-379, 84 4 STAT.799), THE PROVISIONS OF THIS ACT SHALL TAKE EFFECT AT THE 5 TERMINATION OF SUCH WAGE OR SALARY STABILIZATION, AND, AFTER 6 APRIL 23, 1972, TO EVERY COUNTY OFFICER HOLDING OFFICE WHO WAS 7 ELECTED ON NOVEMBER 4, 1969, OR APPOINTED TO FILL THE UNEXPIRED 8 TERM OF A COUNTY OFFICER ELECTED ON NOVEMBER 4, 1969.
