AN ACT 1 Providing for the compensation of county officers in counties of 2 the second through eighth classes, for the disposition of 3 fees, for filing of bonds 4 in certain cases and for duties of certain officers. 5 The General Assembly of the Commonwealth of Pennsylvania 6 hereby enacts as follows: 7 Section 1. The annual salaries of county commissioners shall 8 be as follows: 9 (1) Counties of the second class 10 Chairman.................................. $25,800 11 Other commissioners....................... 22,200 12 (2) Counties of the second class A 13 Chairman.................................. 25,800 14 Other commissioners....................... 22,200 15 (3) Counties of the third class 16 Chairman.................................. 21,500 17 Other commissioners....................... 20,000 18 (4) Counties of the fourth class 19 Chairman.................................. 18,000

1 (6) Counties of the sixth class............... 11,000 2 (7) Counties of the seventh class............. 9,500 3 (8) Counties of the eighth class.............. 8,000 4 (b) Every county treasurer shall perform the duties now or 5 hereafter required by law, and shall be an issuing agent of the 6 Commonwealth of Pennsylvania for the sale of hunting licenses, 7 fishing licenses, and dog licenses, and comply with the laws 8 relating thereto and the rules and regulations of the Secretary 9 of Revenue. 10 Section 4. The annual salaries of county controllers and 11 auditors shall be as follows: 12 (1) Counties of the second class.............. $20,500 13 (2) Counties of the second class A............ 20,500 14 (3) Counties of the third class............... 17,500 15 (4) Counties of the fourth class.............. 15,500 16 (5) Counties of the fifth class............... 13,000 17 (6) Counties of the sixth class where the 18 office of controller exists or may be 19 created................................... 11,000 20 (7) Counties of the seventh class where the 21 office of controller exists or may be 22 created................................... 9,500 23 (8) Counties of the eighth class where the 24 office of controller exists or may be 25 created................................... 8,000 26 The county auditors in counties of the sixth, seventh, and 27 eighth classes, where the office of controller does not exist, 28 shall each receive thirty dollars ($30) for each six hours of 29 work in the discharge of their duties, together with twelve 30 cents (12¢) per circular mile from and to their homes, once, 19710S0603B0627 - 3 -
1 each and every day so employed. 2 Section 5. (a) The annual salaries of recorders of deeds 13 shall be as follows: 14 (1) Counties of the second class.............. $20,500 15 (2) Counties of the second class A............ 20,500 16 (3) Counties of the third class............... 17,500 17 (4) Counties of the fourth class.............. 15,500 18 (5) Counties of the fifth class............... 13,000 19 (6) Counties of the sixth class............... 11,000 20 (7) Counties of the seventh class............. 9,500 21 (8) Counties of the eighth class.............. 8,000 22 (b) The recorder of deeds shall perform the duties now or 23 hereafter required by law, and shall be the collection agent for 24 the Commonwealth of Pennsylvania of the Pennsylvania realty 25 transfer tax, and shall comply with the laws relating thereto 26 and the rules and regulations of the Secretary of Revenue. 27 (c) The recorder of deeds shall be the collection agent for 28 any political subdivision levying a local realty transfer tax 29 without compensation from the political subdivision. On or 30 before the tenth of each month, the recorder of deeds shall pay 19710S0603B0627 - 4 -
1 over to the appropriate political subdivision all local realty 2 transfer taxes collected, less two per cent for use of the 3 county, together with a report containing the information as is 4 required by the Commonwealth of Pennsylvania in reporting 5 collections of the Pennsylvania realty transfer tax. The 6 recorder of deeds shall pay the two per cent withheld to the 7 county. The county shall obtain and pay the premium or premiums 8 on any bond or bonds necessary to cover the performance of the 9 recorder of deeds' duties under this subsection. 10 Section 7. (a) The annual salaries of registers of wills 11 shall be as follows: 12 (1) Counties of the second class.............. $20,500 13 (2) Counties of the second class A............ 20,500 14 (3) Counties of the third class............... 17,500 15 (4) Counties of the fourth class.............. 15,500 16 (5) Counties of the fifth class............... 13,000 17 (6) Counties of the sixth class............... 11,000 18 (7) Counties of the seventh class............. 9,500 19 (8) Counties of the eighth class.............. 8,000 20 (b) The registers of wills shall perform the duties now or 21 hereafter required by law, and shall be the agent of the 22 Commonwealth of Pennsylvania for the collection of Pennsylvania 23 transfer inheritance and estate taxes in the case of resident 24 decedents under the supervision of the Secretary of Revenue and 25 pursuant to the rules and regulations of the Secretary of 26 Revenue. 27 Section 8. The annual salaries of prothonotaries, clerks of 28 the criminal court division of the courts of common pleas and 29 clerks of the orphans' court division of the courts of common 30 pleas shall be as follows: 19710S0603B0627 - 5 -

The annual salaries of jury commissioners shall 20 be as follows: 21 (1) Counties of the second class.............. $13,200 22 (2) Counties of the second class A............ 6,000 23 (3) Counties of the third class............... 2,500 24 (4) Counties of the fourth class.............. 1,800 25 (5) Counties of the fifth class............... 1,300 26 (6) Counties of the sixth class............... 750 27 (7) Counties of the seventh class............. 600 28 (8) Counties of the eighth class.............. 500 29 Section 11. Where any of the officers herein mentioned hold 30 two or more of the offices for which a salary is herein fixed, 19710S0603B0627 - 6 -
1 he shall receive the highest salary fixed for any one of the 2 offices which he holds, plus an additional amount not to exceed 3 one thousand dollars ($1,000) per annum. 4 Section 12. (a) The county officers shall be paid only the 5 salary provided herein for services performed for the county or 6 any other governmental unit. 7 (b) All fees and commissions received in the conduct of any 8 county office shall be paid directly to the county. Fees shall 9 not be deemed to include reimbursement for mileage. 10 Section 13. This act shall take effect immediately and shall 11 apply to all county officers elected or appointed on or after 12 the Tuesday next following the first Monday of November, 1971.
