AS AMENDED ON THIRD CONSIDERATION, MAY 11, 1971
AN ACT
1 Making an appropriation to the Trustees of the University of
2 Pittsburgh to meet an institute and clinic deficit for the
3 1970-71 fiscal year incurred for the general maintenance and
4 operation of the Western Psychiatric Institute and Clinic.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby enacts as follows:
7 Section 1. The sum of one million one hundred twenty-five <--
8 thousand dollars ($1,125,000) ONE MILLION THREE HUNDRED SEVENTY- <--
9 FIVE THOUSAND DOLLARS ($1,375,000), or as much thereof as may be
10 necessary, is hereby specifically appropriated to the Trustees
11 of the University of Pittsburgh to meet an institute and clinic
12 deficit caused by the failure to make the full appropriation in
13 the fiscal year 1970-71 because of insufficient revenues, for
14 the general maintenance and operation of the Western Psychiatric
15 Institute and Clinic by the University of Pittsburgh and the
16 purchase of such apparatus and equipment as the trustees may
17 deem necessary for the best interest of the purposes of the
18 institute and clinic, which purposes shall include the teaching
19 of personnel for the staffs of the various mental institutions
1 of the Commonwealth and the conduct of research in the
2 treatment, prevention and cause of the various types of nervous
3 disorders and mental diseases in compliance with the laws,
4 providing for the lease of the Western Psychiatric Institute and
5 Clinic to the University of Pittsburgh. In addition to the above
6 amount all income and all moneys collected at the institute and
7 paid into the General Fund of the State Treasury under existing
8 laws are hereby appropriated out of the General Fund to the
9 institute for the same purposes, the institute to receive from
10 such appropriation the exact amount which was collected at said
11 institute during the said fiscal period.
12 Section 2. This act shall take effect July 1, 1971.
