                                  A SUPPLEMENT

     1  To the act of April 1, 1863 (P.L.213), entitled "An act to
     2     accept the grant of Public Lands, by the United States, to
     3     the several states, for the endowment of Agricultural
     4     Colleges," making appropriations to meet the university and
     5     State's share of retirement costs deficits for the 1970-71
     6     fiscal year.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  In order to carry into effect the act of
    10  Congress, approved July 2, 1862, granting public land to the
    11  several states for educational purposes, and subsequent acts of
    12  Congress related thereto, and the act of the General Assembly of
    13  Pennsylvania accepting the provisions and conditions of said
    14  acts of Congress and pledging the faith of the State to carry
    15  the same into effect, the sum of thirty-two million two hundred
    16  eighty-one thousand dollars ($32,281,000), or as much thereof as
    17  may be necessary, is hereby specifically appropriated to the
    18  Trustees of the Pennsylvania State University to meet the
    19  university deficit caused by the failure to make the full


     1  appropriation in the fiscal year 1970-71 because of insufficient
     2  revenues, for the following purposes: Resident Education;
     3  Continuing Education; Extension Services; Organized Research and
     4  Special Departmental Research.
     5     Section 2.  The sum of two million three hundred thousand
     6  dollars ($2,300,000), or as much thereof as may be necessary, is
     7  hereby specifically appropriated to the Trustees of the
     8  Pennsylvania State University to meet the State's share of
     9  retirement costs deficit caused by the failure to make the full
    10  appropriation in the fiscal year 1970-71 because of insufficient
    11  revenues, for the State's share of retirement costs.
    12     Section 3.  Payments to the Pennsylvania State University of
    13  the appropriations herein provided shall be made during the
    14  1971-72 fiscal year as follows:
    15     First payment on September 30, 1971
    16     Second payment on December 31, 1971
    17     Section 4.  The Pennsylvania State University shall apply the
    18  moneys appropriated by this act only for such purposes as are
    19  permitted in this act and shall at all times maintain proper
    20  records showing the application of such moneys. Not later than
    21  April 30, 1972, the Pennsylvania State University shall file
    22  with the General Assembly and with the Auditor General of the
    23  Commonwealth, a statement setting forth the amounts and purposes
    24  of all expenditures made from moneys appropriated by this act
    25  and other university accounts during the fiscal period for which
    26  these appropriations are made. Such statement of expenditures
    27  shall be reviewed by the Auditor General of the Commonwealth and
    28  he shall have the right in respect to the moneys appropriated by
    29  this act, to audit and disallow expenditures made for purposes
    30  not permitted by this act and to cause such sums to be recovered

     1  and paid by the Pennsylvania State University to the Treasurer
     2  of the Commonwealth. In respect to expenditures made by the
     3  university from moneys other than those appropriated by this
     4  act, the Auditor General shall have the right of review only,
     5  and he shall file annually with the General Assembly such
     6  information concerning said expenditures as the General Assembly
     7  or any of its committees may require.
     8     Section 5.  This act shall take effect July 1, 1971.
