HOUSE RESOLUTION

                           In the House of Representatives, May 23, 1972


     1     WHEREAS, The existence of a $16,800 contract between the
     2  Commonwealth of Pennsylvania and Communications Sciences (Oscar
     3  Jagar) has been exposed by National Columnist Jack Anderson; and
     4     WHEREAS, The services which the contract specifies are
     5  already being paid for by a General Fund Appropriation to the
     6  Governor's office; and
     7     WHEREAS, The known professional record of Communications
     8  Sciences (Oscar Jagar) offers little evidence that it is capable
     9  of furthering public interest by serving as an agent of the
    10  people of the Commonwealth of Pennsylvania in dealing with their
    11  Federal Government; and
    12     WHEREAS, The existence of such a contract deserves open
    13  legislative scrutiny to determine the full nature and
    14  performance of said contract; now therefore be it
    15     RESOLVED, That the Speaker of the House of Representatives
    16  appoint a special committee consisting of seven members of the
    17  Pennsylvania House of Representatives, four members from the

     1  Majority and three members from the Minority, to make a full
     2  public inquiry into the contract between the Commonwealth of
     3  Pennsylvania and Communications Sciences (Oscar Jagar) and any
     4  and all related matters between such parties; and be it further
     5     RESOLVED, That said committee shall possess the power of
     6  subpoena; and be it further
     7     RESOLVED, That the said committee present to the General
     8  Assembly a complete report of its findings within sixty days of
     9  the appointment of said committee.
