        SENATOR NOSZKA, APPROPRIATIONS, IN SENATE, AS AMENDED,
           JUNE 28, 1971

                                     AN ACT

     1  Making appropriations to the Department of Public Welfare and
     2     providing for certain allocations therefrom for the purpose
     3     of carrying out the Public Assistance Law for the year
     4     beginning July 1, 1971 and for the payment of assistance and
     5     expenses accrued or incurred prior to and remaining unpaid on
     6     June 30, 1971.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  The sum of thirty million dollars ($30,000,000),   <--
    10  FIFTY-SIX MILLION SIX HUNDRED THOUSAND DOLLARS (56,600,000), or   <--
    11  as much thereof as may be necessary, is hereby specifically
    12  appropriated to the Department of Public Welfare for the payment
    13  of assistance and administrative expenses for the fiscal year
    14  beginning July 1, 1971 and for the payment of assistance and
    15  administrative expenses incurred prior to and remaining unpaid
    16  June 30, 1971, as provided in the act of June 24, 1937
    17  (P.L.2017), the act of June 24, 1937 (P.L.2045) and the act of
    18  May 10, 1951 (P.L.279), July 13, 1953 (P.L.431), August 9, 1955
    19  (P.L.323), the Public Welfare Code, The Fiscal Code, The Penal


     1  Code and the Public School Code of 1949. In addition to this
     2  amount, all moneys received from the Federal Government, or from
     3  any other source as contributions for this program, shall be
     4  paid into the General Fund and credited to this appropriation.
     5  The Department of Public Welfare shall allocate funds from time
     6  to time for administrative expenses of the several county boards
     7  of assistance, for such administrative expenses incurred by the
     8  department which are chargeable to such boards and for the
     9  payment of attorney's fees and court costs necessary for the
    10  proper conduct of the public assistance programs: Provided, That
    11  any NO rule or regulation SHALL BE adopted by the Secretary of    <--
    12  Public Welfare during the fiscal year 1971-1972 which adds to
    13  the cost of any public assistance program. shall only be          <--
    14  effective from and after the date upon which it is approved as
    15  to availability of funds by the Governor.
    16     Section 2.  This act shall take effect July 1, 1971.           <--
