| AN ACT |
| |
1 | Amending Title 53 (Municipalities Generally) of the Pennsylvania |
2 | Consolidated Statutes, in general provisions common to |
3 | optional plans, prohibiting certain acts by mayors and |
4 | treasurers in cities of the first class. |
5 | The General Assembly of the Commonwealth of Pennsylvania |
6 | hereby enacts as follows: |
7 | Section 1. Title 53 of the Pennsylvania Consolidated |
8 | Statutes is amended by adding sections to read: |
9 | § 3105. Prohibited acts by mayor of first class city. |
10 | Notwithstanding any other provision of law to the contrary, |
11 | the mayor of a city of the first class is prohibited from |
12 | entering into any contract or other agreement with any party |
13 | that requires or provides for the expenditure of any funds from |
14 | the treasury of the city for services rendered during any period |
15 | in which a collective bargaining agreement with any employees of |
16 | the city has expired and a successive collective bargaining |
17 | agreement has not been ratified and approved by the city and the |
18 | employees subject to the collective bargaining agreement. |
19 | § 3111.1. Prohibited acts by treasurer of first class city. |

1 | Notwithstanding any other provision of law to the contrary, |
2 | the treasurer of a city of the first class shall be prohibited |
3 | from honoring any contract or agreement that violates section |
4 | 3105 (relating to prohibited acts by mayor of first class city). |
5 | Section 2. This act shall take effect in 60 days. |
