        REFERRED TO APPROPRIATIONS, JANUARY 30, 1990

                                     AN ACT

     1  Amending the act of July 11, 1989 (P.L.   , No.13A), entitled "A
     2     supplement to the act of November 30, 1965 (P.L.843, No.355),
     3     entitled 'An act providing for the establishment and
     4     operation of Temple University as an instrumentality of the
     5     Commonwealth to serve as a State-related university in the
     6     higher education system of the Commonwealth; providing for
     7     change of name; providing for the composition of the board of
     8     trustees; terms of trustees, and the power and duties of such
     9     trustees; providing for preference to Pennsylvania residents
    10     in tuition; providing for public support and capital
    11     improvements; authorizing appropriations in amounts to be
    12     fixed annually by the General Assembly; providing for the
    13     auditing of accounts of expenditures from said
    14     appropriations; authorizing the issuance of bonds exempt from
    15     taxation within the Commonwealth; requiring the President to
    16     make an annual report of the operations of Temple
    17     University,' making appropriations for carrying the same into
    18     effect; providing for a basis for payments of such
    19     appropriations; and providing a method of accounting for the
    20     funds appropriated," providing an appropriation for the
    21     operation of Temple University Hospital.

    22     The General Assembly of the Commonwealth of Pennsylvania
    23  hereby enacts as follows:
    24     Section 1.  Section 1 of the act of July 11, 1989 (P.L.   ,
    25  No.13A), entitled "A supplement to the act of November 30, 1965
    26  (P.L.843, No.355), entitled 'An act providing for the
    27  establishment and operation of Temple University as an

     1  instrumentality of the Commonwealth to serve as a State-related
     2  university in the higher education system of the Commonwealth;
     3  providing for change of name; providing for the composition of
     4  the board of trustees; terms of trustees, and the power and
     5  duties of such trustees; providing for preference to
     6  Pennsylvania residents in tuition; providing for public support
     7  and capital improvements; authorizing appropriations in amounts
     8  to be fixed annually by the General Assembly; providing for the
     9  auditing of accounts of expenditures from said appropriations;
    10  authorizing the issuance of bonds exempt from taxation within
    11  the Commonwealth; requiring the President to make an annual
    12  report of the operations of Temple University,' making
    13  appropriations for carrying the same into effect; providing for
    14  a basis for payments of such appropriations; and providing a
    15  method of accounting for the funds appropriated," is amended to
    16  read:
    17     Section 1.  The following sums, or as much thereof as may be
    18  necessary, are hereby appropriated to the Trustees of Temple
    19  University for the fiscal year July 1, 1989, to June 30, 1990,
    20  for the purposes and in the amounts as shown:
    21     (1)  For educational and general expenses......  $121,000,000
    22     (2)  For instruction - Doctor of Medicine only.     8,413,000
    23     (3)  For operation of dental clinics in the
    24  school of dentistry...............................     1,067,000
    25     (4)  To enhance the recruitment and retention
    26  of disadvantaged students.........................       250,000
    27     (5)  For technology programs...................       750,000
    28     (6)  For maxillofacial prosthodontics..........       100,000
    29     (7)  For Tuition Challenge Grants provided that
    30  the payment of this appropriation shall be

     1  contingent upon any 1989-1990 academic year
     2  tuition increases for undergraduate Pennsylvania
     3  resident students not exceeding 4%, or $100,
     4  whichever is greater..............................     2,251,000
     5     (8)  For the operation of Temple University
     6  Hospital..........................................    12,000,000
     7     Section 2.  This act shall take effect immediately.
