SENATE BILL

        INTRODUCED BY EARLL, ROBBINS, CORMAN, WHITE, LAVALLE, COSTA,
           PUNT, HART, SLOCUM, KUKOVICH, HELFRICK, BELAN, MADIGAN,
           WENGER, STAPLETON, STOUT, BRIGHTBILL AND WOZNIAK,
           APRIL 2, 1998

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for permit for movement during
     3     course of manufacture.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 4968(a) of Title 75 of the Pennsylvania
     7  Consolidated Statutes is amended by adding a paragraph to read:
     8  § 4968.  Permit for movement during course of manufacture.
     9     (a)  Annual permit.--An annual permit may be issued
    10  authorizing movement on highways of boats, trailers, mobile
    11  homes, modular housing units and undercarriages, helicopters,
    12  hot ingots, basic oxygen furnace lances, railway equipment and
    13  rails or other articles, vehicles or combinations which exceed
    14  the maximum height, width or length specified in Subchapter B
    15  (relating to width, height and length) or combinations carrying
    16  raw milk or flat-rolled steel coils or hot ingots which exceed
    17  the maximum weight specified in Subchapter C (relating to


     1  maximum weights of vehicles) while they are in the course of
     2  manufacture and entirely within the control of the manufacturer,
     3  subject to the following provisions:

     5         (3.4)  A combination of vehicles which is hauling
     6     particle board or fiber board for use in the manufacture of
     7     ready-to-assemble household furniture or office furniture may
     8     be permitted by the department and local authorities to move
     9     upon specified highways within their respective jurisdictions
    10     24 hours a day, seven days a week, if the gross weight does
    11     not exceed 107,000 pounds and the weight of any nonsteering
    12     axle does not exceed 21,000 pounds. No permit may be issued
    13     for this type of movement upon an interstate highway.

    15     Section 2.  This act shall take effect in 60 days.
