SENATE BILL

        REFERRED TO APPROPRIATIONS, MARCH 6, 1998

                                     AN ACT

     1  Making appropriations to the Allegheny University of the Health
     2     Sciences.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The sum of $8,142,000 is hereby appropriated
     6  to the Allegheny University of the Health Sciences for the
     7  fiscal year July 1, 1998, to June 30, 1999, for instruction in
     8  the Doctor of Medicine program.
     9     (b)  The sum of $1,798,000 is hereby appropriated to the
    10  Allegheny University of the Health Sciences for the fiscal year
    11  July 1, 1998, to June 30, 1999, for the general maintenance of
    12  the Allegheny University of the Health Sciences, including the
    13  Allied Health, Professions and Graduate School of the Allegheny
    14  University of the Health Sciences, and student aid.
    15     (c)  The sum of $321,000 is hereby appropriated to the
    16  Allegheny University of the Health Sciences for the fiscal year
    17  July 1, 1998, to June 30, 1999, for minority educational and
    18  recruitment programs.

     1     (d)  The sum of $132,000 is hereby appropriated to the
     2  Allegheny University of the Health Sciences for the fiscal year
     3  July 1, 1998, to June 30, 1999, for cardiovascular and heart
     4  failure/transplant studies.
     5     Section 2.  Payments to the Allegheny University of the
     6  Health Sciences on account of the appropriations provided in
     7  section 1 shall be made quarterly by the Secretary of Education
     8  on the basis of costs during the fiscal year. The secretary
     9  shall not release more than the first quarterly payment until
    10  such time as the trustees of Allegheny University of the Health
    11  Sciences agree in writing to include a minimum of five members
    12  appointed by the Governor and the General Assembly. The
    13  Governor, the President pro tempore of the Senate, the Minority
    14  Leader of the Senate, the Speaker of the House of
    15  Representatives and the Minority Leader of the House of
    16  Representatives may each, upon receipt of the written agreement
    17  from the trustees, appoint a nonelected official to serve as a
    18  member of the board and the terms of office shall be coterminous
    19  with that of their appointing authority.
    20     Section 3.  The Allegheny University of the Health Sciences
    21  shall provide full, complete and accurate information as may be
    22  required by the Department of Education or the chairman or the
    23  minority chairman of the Appropriations Committee of the Senate
    24  or the chairman or the minority chairman of the Appropriations
    25  Committee of the House of Representatives.
    26     Section 4.  The Allegheny University of the Health Sciences
    27  shall report its revenues and expenditures and present its
    28  financial statements in accordance with generally accepted
    29  accounting principles and procedures for educational
    30  institutions as set forth in the "Higher Education Finance
    19980S1316B1689                  - 2 -

     1  Manual (1975)" and the "Commonwealth of Pennsylvania Budget
     2  Instructions for the State System of Higher Education, State-
     3  Related Universities and Non-State-Related Colleges and
     4  Universities."
     5     Section 5.  The trustees of the Allegheny University of the
     6  Health Sciences shall report on forms provided by the Department
     7  of Education to both the chairman and minority chairman of the
     8  Appropriations Committee of the Senate and the chairman and
     9  minority chairman of the Appropriations Committee of the House
    10  of Representatives by September 30, 1999, on how State-
    11  appropriated funds were expended for fiscal year 1998-1999 to
    12  reduce the costs to Pennsylvania resident students or to provide
    13  services to Pennsylvania residents.
    14     Section 6.  This act shall take effect July 1, 1998, or
    15  immediately, whichever is later.
