                                     AN ACT

     1  Amending the act of April 9, 1929 (P.L.177, No.175), entitled
     2     "An act providing for and reorganizing the conduct of the
     3     executive and administrative work of the Commonwealth by the
     4     Executive Department thereof and the administrative
     5     departments, boards, commissions, and officers thereof,
     6     including the boards of trustees of State Normal Schools, or
     7     Teachers Colleges; abolishing, creating, reorganizing or
     8     authorizing the reorganization of certain administrative
     9     departments, boards, and commissions; defining the powers and
    10     duties of the Governor and other executive and administrative
    11     officers, and of the several administrative departments,
    12     boards, commissions, and officers; fixing the salaries of the
    13     Governor, Lieutenant Governor, and certain other executive
    14     and administrative officers; providing for the appointment of
    15     certain administrative officers, and of all deputies and
    16     other assistants and employes in certain departments, boards,
    17     and commissions; and prescribing the manner in which the
    18     number and compensation of the deputies and all other
    19     assistants and employes of certain departments, boards and
    20     commissions shall be determined," further providing for the
    21     Thaddeus Stevens State School of Technology.

    22     The General Assembly of the Commonwealth of Pennsylvania
    23  hereby enacts as follows:
    24     Section 1.  Section 401 of the act of April 9, 1929 (P.L.177,
    25  No.175), known as The Administrative Code of 1929, amended July
    26  9, 1986 (P.L.547, No.97), is amended to read:
    27     Section 401.  Boards of Trustees of State Institutions.--The

     1  boards of trustees of each of the State institutions hereinafter
     2  mentioned shall consist of nine members, and the head of the
     3  department having supervision over the institution ex officio.
     4     The terms of each member of each such board shall be six
     5  years, and until his successor is appointed and qualified.
     6     All members of all boards, appointed to succeed members who
     7  have served six year terms, shall be appointed for terms of six
     8  years from the date of the expiration of the preceding term.
     9  Vacancies happening before the expiration of a term shall be
    10  filled for the unexpired term.
    11     Five members of any such board shall constitute a quorum.
    12     Each such board shall annually elect a president and vice-
    13  president from among its members, and a secretary and treasurer
    14  who need not be members of the board. The secretary and
    15  treasurer may be the same person.
    16     This section shall apply to:
    17     Board of Trustees of Thaddeus Stevens [State School]
    18         College of Technology,
    19     Board of Trustees of Scranton State School for the Deaf,
    20     Board of Trustees of Scotland School for Veterans' Children,
    21     Board of Trustees of Pennsylvania Soldiers' and Sailors'
    22         Home,
    23     Board of Trustees of State Industrial Home for Women,
    24     Board of Trustees of the Western Youth Development Centers,
    25     Board of Trustees of the Central Youth Development Centers,
    26     Board of Trustees of the Eastern Youth Development Centers,
    27     Board of Trustees of Allentown State Hospital,
    28     Board of Trustees of Clarks Summit State Hospital,
    29     Board of Trustees of Danville State Hospital,
    30     Board of Trustees of Embreeville Center,

     2     Board of Trustees of Harrisburg State Hospital,

    29     Section 2.  This act shall take effect immediately.
