AN ACT

Providing for the designation of the building referred to as the

2

Commonwealth Keystone Building in the City of Harrisburg as

3

the Thomas D. Larson Building.

The General Assembly of the Commonwealth of Pennsylvania

5

hereby enacts as follows:

6

Section 1.  Thomas D. Larson Building.

7

(a)  Declaration of policy.--The General Assembly finds and

8

declares as follows:

(1)  Thomas D. Larson served as Secretary of

10

Transportation from 1979 to 1987 during Governor Richard

11

Thornburgh's administration.

12

(2)  Larson is recognized as the individual who was

13

instrumental in reforming the Department of Transportation

14

and making it a national model of professionalism and

15

innovation.

(3)  After completing his service as secretary, Larson

17

was sworn in as Federal Highway Administrator on August 10,

18

1989, and served until 1993.

(4)  During his tenure as Federal Highway Administrator,

2

he played an important role in the crafting of the Intermodal

3

Surface Transportation Efficiency Act of 1991 (ISTEA) (Public

4

Law 102-240, 105 Stat. 1914).

5

(5)  Before and after his public service to the

6

Commonwealth and the United States, Larson also distinguished

7

himself as a professor of civil and environmental engineering

8

at The Pennsylvania State University, College of Engineering,

9

and in preparing the next generation of transportation

10

professionals.

(6)  Pennsylvania lost a dedicated public servant,

12

teacher and community leader on July 20, 2006.

(b)  Designation.--The building referred to as the

14

Commonwealth Keystone Building in the City of Harrisburg is

15

designated as, and shall be known as, the Thomas D. Larson

16

Building.

(c)  Signs.--The Department of General Services shall erect

18

and maintain appropriate signs to indicate the designation under

19

subsection (b).

Section 2.  Repeal.

21

All acts and parts of acts are repealed insofar as they are

22

inconsistent with this act.

Section 3.  Effective date.

24

This act shall take effect immediately.
