A RESOLUTION
Recognizing October 29, 2020, as "World Stroke Day" in
Pennsylvania.
WHEREAS, The Senate is committed to recognizing stroke
awareness and the detrimental effect strokes have on
Pennsylvanians; and
WHEREAS, A stroke is the interruption of blood supply to the
brain; and
WHEREAS, About 87% of all strokes are ischemic, in which
blood flow to the brain is blocked; and
WHEREAS, Every 40 seconds someone in the United States has a
stroke, and every 4 minutes someone dies of a stroke; and
WHEREAS, Strokes are the fifth leading cause of death and the
leading cause of disability in the United States; and
WHEREAS, Signs of a stroke include drooping of the face,
sudden arm weakness, speech difficulty, vision problems, trouble
walking and a severe headache with no known cause; and
WHEREAS, Immediate medical care for a stroke improves
outcomes as nearly 2 million brain cells die every minute a

stroke goes untreated; and
WHEREAS, Stroke-related costs in the United States were
nearly $46 billion between 2014 and 2015, which include the cost
of health care services, medicine to treat a stroke and missed
days of work by the person who suffered the stroke; and
WHEREAS, A stroke reduces mobility in more than half of
stroke survivors 65 years of age and over; therefore be it
RESOLVED, That the Senate recognize October 29, 2020, as
"World Stroke Day" in Pennsylvania; and be it further
RESOLVED, That the Senate urge education on the signs and
risk factors of stroke and urge action to improve access to the
appropriate level of care for stroke patients, particularly
those afflicted with emergent large vessel occlusion, including
access to therapies and supportive services.
