A SUPPLEMENT 1 To the act of July 9, 1976 (P.L.857, No.154), entitled "An act 2 providing for the capital budget for the fiscal year 1976- 3 1977," itemizing an additional public improvement project to 4 be constructed by the Department of General Services, 5 together with its estimated financial cost, authorizing the 6 incurring of debt for the project without approval of the 7 electors to complete the project, stating the estimated 8 useful life of such project and making an appropriation. 9 The General Assembly of the Commonwealth of Pennsylvania 10 hereby enacts as follows: 11 Section 1. Itemization and Authorization of Project.--An 12 additional capital project in the category of a public 13 improvement project to be constructed by the Department of 14 General Services, its successors or assigns, and to be financed 15 by the incurring of debt, is hereby itemized, together with the 16 respective estimated financial cost and the total additional 17 amount authorized for the public improvement project, as 18 follows: 19 I. Department of Environmental Resources........ $2,990,000 20 Eldred Borough Flood Protection, McKean 21 County.................................... $2,990,000

Debt Authorization.--The Governor, Auditor 3 General and State Treasurer are hereby authorized and directed 4 to borrow, from time to time, in addition to any authorization 5 heretofore or hereafter enacted, on the credit of the 6 Commonwealth, subject to the limitations provided in the current 7 capital budget, money not exceeding in the aggregate the sum of 8 $2,990,000 as may be found necessary to carry out the additional 9 capital project in the category of public improvement, 10 consisting of construction of the public improvement project 11 specifically itemized herein. 12 Section 3. Estimated Useful Life of Project.--The General 13 Assembly states the estimated useful life of the public 14 improvement project heretofore itemized is not less than 30 15 years from the date of completion thereof, which period is 16 hereby stated to be the term of the debt to be incurred. 17 Section 4. Appropriation.--The net proceeds of the sale of 18 obligations herein authorized are hereby appropriated from the 19 Capital Facilities Fund to the Department of General Services in 20 the maximum amount of $2,990,000 to be used by it exclusively to 21 defray the financial cost of the public improvement project 22 specifically itemized herein. After reserving or paying the 23 expenses of the sale of the obligations, the State Treasurer 24 shall pay out to the Department of General Services the moneys 25 as required and certified by it to be legally due and payable. 26 Section 5.
