A RESOLUTION
Urging the Congress of the United States to impose further
retaliatory measures against President Vladimir Putin for his
unprovoked and illegal invasion of Ukraine.
WHEREAS, On February 24, 2022, Russian President Vladimir
Putin pursued an unprovoked and illegal crime of aggression into
neighboring Ukraine; and
WHEREAS, Russian forces under the leadership of President
Vladimir Putin, who serves as the Supreme Commander-in-Chief of
the Russian Armed Forces, have killed Ukrainian civilians by
using explosive weapons in densely populated areas; and
WHEREAS, Russian aggression ordered by President Vladimir
Putin has already been met with widespread condemnation from the
President of the United States and members of the United States
Congress; and
WHEREAS, The aggression has also already been met with
widespread condemnation by over 87 countries; and
WHEREAS, Retaliatory measures have already been taken against
President Vladimir Putin and Russia both domestically and

internationally; and
WHEREAS, The Republic of Lithuania has declared a state of
emergency in the face of Russian aggression; and
WHEREAS, The International Criminal Court has already
examined potential crimes against humanity by President Vladimir
Putin and Russia during the illegal annexation of Crimea in
2014; and
WHEREAS, President Vladimir Putin has previously ordered the
invasion of neighboring countries; and
WHEREAS, In ordering attacks on neighboring countries,
President Vladimir Putin has been credibly accused of war crimes
for Russian attacks on civilians, civilian defense services,
hospitals and other civilian targets; and
WHEREAS, President Vladimir Putin has been credibly accused
of poisoning Russian dissidents living in the United Kingdom;
and
WHEREAS, President Vladimir Putin has been responsible for
the imprisonment of pro-democracy and human rights advocates;
therefore be it
RESOLVED, That the Senate of the Commonwealth of Pennsylvania
urge the Congress of the United States to impose further
retaliatory measures against President Vladimir Putin for his
unprovoked and illegal invasion of Ukraine; and be it further
RESOLVED, That the Senate of the Commonwealth of Pennsylvania
urge the Congress of the United States to impose the following
measures:
(1) Designate the Russian government as a state sponsor
of terrorism.
(2) Designate President Vladimir Putin as a war
criminal.

(3) Enforce the Magnitsky Act by sanctioning Russian
leaders who have violated human rights.
(4) Block all assets and all transactions of Russian
banking institutions.
(5) Place an embargo on Russian oil, gas and coal.
(6) Further invest in all forms of domestic energy to
reduce our dependence on foreign energy suppliers.
(7) Invest in projects like the Keystone XL pipeline in
order to deliver oil and natural gas across the United States
for domestic energy consumers.
(8) Make further investments in Pennsylvania natural gas
production in order to deliver relief to domestic energy
consumers and reduce reliance on foreign energy suppliers.
(9) Increase NATO reinforcements to all Baltic nations,
especially the Republic of Lithuania, and to the Republic of
Poland.
(10) Provide humanitarian assistance to displaced
Ukrainians.
(11) Recognize the Holodomor, the Great Famine of 1932-
1933, as genocide.
(12) Ban Russian propaganda accounts from social media.
(13) Ban all air travel over Russia;
and be it further
RESOLVED, That copies of this resolution be transmitted to
all of the following:
(1) The President of the United States.
(2) The President pro tempore of the United States
Senate.
(3) The Speaker of the United State House of
Representatives.
