SENATE RESOLUTION

No. 192 Session of 2002


        INTRODUCED BY KUKOVICH AND MELLOW, APRIL 11, 2002

        REFERRED TO RULES AND EXECUTIVE NOMINATIONS, APRIL 11, 2002

                                  A RESOLUTION

     1  Establishing and directing a select committee of the Senate to
     2     study and investigate the integration of human rights
     3     standards in Pennsylvania's laws and policies.

     4     WHEREAS, The Commonwealth has an interest in ensuring the
     5  well-being of its citizens; and
     6     WHEREAS, The Commonwealth has an interest in ensuring safe
     7  and healthy conditions for its children; and
     8     WHEREAS, Recognition of the inherent dignity of all people
     9  and the equal and inalienable rights of all people is the
    10  foundation of freedom, justice and peace in the world; and
    11     WHEREAS, Human rights derive from the inherent dignity of the
    12  individual; and
    13     WHEREAS, All citizens of this Commonwealth have the right to
    14  freely determine their political status and freely pursue their
    15  economic, social and cultural rights; therefore be it
    16     RESOLVED, That a select committee be composed of 13 members,
    17  seven of whom shall be appointed by the President pro tempore,
    18  one of whom shall be the chairperson, and six of whom shall be

     1  appointed by the Minority Leader of the Senate, one of whom
     2  shall be the minority chairperson; and be it further
     3     RESOLVED, That the select committee shall hold hearings and
     4  may take testimony at such places as it deems necessary in this
     5  Commonwealth; and be it further
     6     RESOLVED, That the ordinary and reasonable expenses incurred
     7  by the select committee, including contracting for specialized
     8  services, shall be paid from accounts under the control of the
     9  Chief Clerk; and be it further
    10     RESOLVED, That the select committee report its findings and
    11  recommendations no later than November 30, 2002, to the Senate.
