A CONCURRENT RESOLUTION
1Urging the Congress of the United States and the President of
2the United States to pass and sign, respectively, legislation
3that would reinstate a Federal assault weapons and high-
4capacity magazine ban.
5WHEREAS, High-capacity magazines are often used in gun crimes
6and police murders; and
7WHEREAS, Mass shootings frequently involve the use of assault
8weapons and high-capacity magazines; and
9WHEREAS, The Federal Bureau of Investigation defines "mass
10shooting" as one in which at least four people are murdered with
11a gun; and
12WHEREAS, According to "Analysis of Mass Shootings 2009-2013,"
13conducted by Mayors Against Illegal Guns, 56 mass shootings were
14identified in 30 states; and
15WHEREAS, Assault weapons or high-capacity magazines were used
16in at least 23% of the mass shootings identified, which is
17disproportionate to their use in overall crime, generally
18estimated at 2% overall; and
19WHEREAS, Mass shootings in which assault weapons or high-
1capacity magazines were used resulted in an average of 14.8
2people shot or a total of 135% more than are shot in other
3incidents; and
4WHEREAS, Mass shootings in which assault weapons or high-
5capacity magazines were used resulted in an average of eight
6deaths or 57% more deaths than in other incidents; and
7WHEREAS, National legislation regulating semiautomatic
8assault weapons will provide a uniform framework of weapon
9availability across the nation in place of a patchwork variation
10across the United States; therefore be it
11RESOLVED (the House of Representatives concurring), That the
12General Assembly of the Commonwealth of Pennsylvania urge the
13Congress of the United States and the President of the United
14States to pass and sign, respectively, legislation that would
15reinstate a Federal assault weapons and high-capacity magazine
16ban.
