A RESOLUTION
Recognizing and honoring the 25th anniversary of the Automobile
Theft Prevention Authority.
WHEREAS, In 1992, Pennsylvania ranked second in the nation
among states in the cost of automobile theft and insurance
fraud; and
WHEREAS, Insurers assumed the task of devising a program to
implement efforts to combat automobile theft and coordinate to
combat insurance fraud in the most comprehensive manner; and
WHEREAS, This led to the formation of the Pennsylvania Anti
Car Theft Committee (PACT), consisting of representatives from
the insurance industry, law enforcement, the business community,
the banking industry and a cross section of individuals and
other companies; and
WHEREAS, PACT advocated for and assisted in drafting
legislation that made a number of changes to help reduce the
instances of automobile theft and insurance fraud in this
Commonwealth; and
WHEREAS, In 1994, the General Assembly passed the Automobile
