A RESOLUTION 1 Memorializing the President of the United States to effect the 2 immediate transfer of 900 ground communications-electronics 3 positions from the Sacramento Air Logistics Center to the 4 Tobyhanna Army Depot as required by the Base Closure and 5 Realignment Report of 1995. 6 WHEREAS, The Base Closure and Realignment Commission was 7 created pursuant to the Defense Base Closure and Realignment Act 8 of 1990 to study the viability of United States military 9 installations and to issue reports regarding the closure and 10 realignment of select installations; and 11 WHEREAS, THE COMMISSION THOROUGHLY REVIEWED DATA AND INPUT <-- 12 FROM ALL INTERESTED PARTIES, INCLUDING THE DEPARTMENT OF 13 DEFENSE, WHICH RECOMMENDED TOBYHANNA ARMY DEPOT FOR INCREASED 14 MISSION RESPONSIBILITY; AND 15 WHEREAS, IN ITS FINAL DELIBERATIONS, THE DEFENSE BASE CLOSURE 16 AND REALIGNMENT COMMISSION CONCURRED WITH THE EFFICIENCY AND 17 PRODUCTIVITY ANALYSES OF THE TOBYHANNA ARMY DEPOT WORK FORCE; 18 AND
1 WHEREAS, The commission issued a report to the President of 2 the United States on July 1, 1995, which recommended the 3 transfer of the ground communications-electronics workload from 4 the Sacramento Air Logistics Center, California, to the 5 Tobyhanna Army Depot; and 6 WHEREAS, IN RECOMMENDING THAT THE MCCLELLAN AIR FORCE BASE, <-- 7 SACRAMENTO, CALIFORNIA, SHOULD BE CLOSED, THE COMMISSION 8 DIRECTED THAT ITS GROUND COMMUNICATIONS-ELECTRONICS WORKLOAD 9 TRANSFER TO TOBYHANNA ARMY DEPOT; AND 10 WHEREAS, This recommendation and others included in the 11 commission's 1995 report were accepted by the President, 12 submitted to the Congress of the United States and signed as the 13 Base Closure and Realignment Report of 1995 on July 13, 1995; 14 and 15 WHEREAS, The commission's report indicated that the Tobyhanna 16 Army Depot can perform the ground communications-electronics 17 workload just as efficiently and more cost effectively than the 18 Sacramento Air Logistics Center; and 19 WHEREAS, The Tobyhanna Army Depot has proven to be one of the 20 United States' most cost-effective installations; and 21 WHEREAS, The transfer of the ground communications- 22 electronics workload to the Tobyhanna Army Depot would involve 23 the movement of approximately 900 positions to the Tobyhanna 24 Army Depot; and 25 WHEREAS, These 900 positions constitute a significant staff 26 complement for the Tobyhanna Army Depot, although these 900 27 positions represent less than 10% of the total complement based 28 at the Sacramento Air Logistics Center; and 29 WHEREAS, The Tobyhanna Army Depot is northeastern 30 Pennsylvania's largest employer, and the transfer of these 900 19970S0013R0440 - 2 -
1 positions would represent an important influx to the regional
2 economy; and
3 WHEREAS, The Tobyhanna Army Depot has the capacity,
4 capability and skills necessary to immediately perform a
5 significant portion of the Sacramento Air Logistics Center's
6 ground communications-electronics workload; and
7 WHEREAS, The Base Closure and Realignment Report of 1995
8 required that the President of the United States initiate
9 workload transfers no later than July 13, 1997, and complete
10 those transfers no later than July 13, 2001; and
11 WHEREAS, AT THE RECOMMENDATION OF THE SECRETARY OF DEFENSE, <--
12 THE PRESIDENT OF THE UNITED STATES OF AMERICA ACCEPTED THESE
13 DECISIONS; AND
14 WHEREAS, The transfer of the 900 ground communications-
15 electronics positions to Tobyhanna Army Depot has not been
16 initiated, even though this transfer was approved by the
17 President of the United States and shown to be in the interests
18 of cost-effectiveness and military efficiency; therefore be it <--
19 AND <--
20 WHEREAS, IT IS APPARENT THAT LEADERS IN THE STATE OF
21 CALIFORNIA SEEK TO DELAY OR PREVENT THE MOVEMENT OF THE GROUND
22 COMMUNICATIONS-ELECTRONICS WORKLOAD TO TOBYHANNA; AND
23 WHEREAS, THE COMMONWEALTH OF PENNSYLVANIA HAS BEEN SEVERELY
24 IMPACTED BY THE DEPARTMENT OF DEFENSE BASE CLOSURE PROCESS IN
25 EACH ROUND FROM 1988 TO 1996 AND HAS NOT SOUGHT SPECIAL
26 PROTECTION FROM THESE IMPACTS; AND
27 WHEREAS, THESE EFFORTS BY THE ELECTED OFFICIALS OF CALIFORNIA
28 WILL VIOLATE THE INTENTION OF THE 1995 DEFENSE BASE CLOSURE AND
29 REALIGNMENT COMMISSION, NEGATE ANNUAL SAVINGS OF $160 MILLION
30 AND IMPACT THE READINESS OF THE NATION'S ARMED FORCES; THEREFORE

1 BE IT 2 RESOLVED, That the Senate of the Commonwealth of Pennsylvania 3 memorialize the President of the United States to effect the 4 immediate transfer of the ground communications-electronics 5 workload from the Sacramento Air Logistics Center to the 6 Tobyhanna Army Depot; and be it further 7 RESOLVED, That copies of this resolution be transmitted to 8 the President of the United States, to the presiding officers of 9 each house of Congress and to each member of Congress from 10 Pennsylvania.
