                                     AN ACT

     1  Making an appropriation to the Duquesne University Tamburitzan
     2     Scholarship Endowment Fund.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $200,000 is hereby appropriated to the
     6  Duquesne University Tamburitzan Scholarship Endowment Fund for
     7  the fiscal year July 1, 1992, to June 30, 1993, solely for the
     8  purpose of funding a scholarship endowment fund necessary to
     9  guarantee the existence of the "Tamburitzans" performing
    10  ensemble.
    11     Section 2.  Payments to the Duquesne University Tamburitzan
    12  Scholarship Endowment Fund on account of the appropriation
    13  provided in section 1 shall be made quarterly by the Executive
    14  Director of the Pennsylvania Historical and Museum Commission.
    15     Section 3.  The Duquesne University Tamburitzan Scholarship

     1  Endowment Fund shall provide full, complete, and accurate
     2  information as may be required by the Pennsylvania Historical
     3  and Museum Commission or the Majority Chairman or the Minority
     4  Chairman of the Appropriations Committee of the Senate or the
     5  Majority Chairman or the Minority Chairman of the Appropriations
     6  Committee of the House of Representatives.
     7     Section 4.  No funds from an appropriation made by this act
     8  shall be made available for expenditure after October 1, 1992,
     9  unless a good faith effort, as prescribed by the Department of
    10  Public Welfare, has been made to hire welfare clients for new
    11  jobs created as a result of the State appropriations. No
    12  existing employees or employees on unemployment compensation are
    13  to be displaced by this effort. A report detailing these efforts
    14  is to be submitted to the Department of Public Welfare by
    15  September 15, 1992. The Department of Public Welfare shall give
    16  written notification of compliance to the State Treasurer.
    17     Section 5.  This act shall take effect July 1, 1992, or
    18  immediately, whichever is later.
