A JOINT RESOLUTION 1 Proposing an amendment to the Constitution of the Commonwealth 2 of Pennsylvania, further providing for absentee voting. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby resolves as follows: 5 Section 1. The following amendment to the Constitution of 6 Pennsylvania is proposed in accordance with Article XI: 7 That section 14 of Article VII be amended to read: 8 § 14. Absentee voting. 9 The Legislature shall, by general law, provide a manner in 10 which, and the time and place at which, qualified electors may 11 vote absentee, including, but not limited to, those who may, on 12 the occurrence of any election, be absent from the State or 13 county of their residence, because their duties, occupation or 14 business require them to be elsewhere or who, on the occurrence
1 of any election, are unable to attend at their proper polling 2 places because of illness or physical disability or who will not 3 attend a polling place because of the observance of a religious 4 holiday or who cannot vote because of election day duties, in 5 the case of a county employee, [may vote,] and [for the return <-- 6 and canvass of their votes in the election district in which 7 they respectively reside] FOR THE MANNER AND PLACE IN WHICH <-- 8 ABSENTEE BALLOTS SHALL BE RETURNED AND CANVASSED.
