AN ACT
1 Amending the act of August 14, 1963 (P.L.1032, No.451), entitled
2 "An act amending the act of March 31, 1949 (P.L.372, No.34),
3 entitled 'An act to promote the welfare of the people of the
4 Commonwealth; creating The General State Authority as a body
5 corporate and politic with power to construct, improve,
6 equip, furnish, and operate projects, and to lease the same,
7 and to fix fees, rentals, and charges for the use thereof;
8 authorizing and regulating the issuance of bonds for said
9 Authority, and providing for the payment of such bonds, and
10 the rights of the holders thereof; and to enter into
11 agreements with the Government of the United States or any
12 Federal agency; and authorizing the Department of Property
13 and Supplies to grant, assign, convey, or lease to the
14 Authority lands of the Commonwealth and interests therein,
15 and to acquire lands therefor; granting the right of eminent
16 domain; empowering The General State Authority to sell and
17 convey projects and property to the Commonwealth; and
18 providing that no debt of the Commonwealth shall be incurred
19 in the exercise of any of the powers granted by this act,'
20 increasing the powers and the borrowing capacity of the
21 Authority, allocating the proceeds of such borrowing
22 capacity, and regulating the leasing of projects constructed
23 for State aided institutions," changing the allocation of
24 funds for the Old Museum Building and increasing the
25 allocation for a project.
26 The General Assembly of the Commonwealth of Pennsylvania
27 hereby enacts as follows:
28 Section 1. Clause (8) of part VIII and clause (4.2) of part
29 IX of section 2, act of August 14, 1963 (P.L.1032, No.451),
1 entitled "An act amending the act of March 31, 1949 (P.L.372,
2 No.34), entitled 'An act to promote the welfare of the people of
3 the Commonwealth; creating The General State Authority as a body
4 corporate and politic with power to construct, improve, equip,
5 furnish, and operate projects, and to lease the same, and to fix
6 fees, rentals, and charges for the use thereof; authorizing and
7 regulating the issuance of bonds for said Authority, and
8 providing for the payment of such bonds, and the rights of the
9 holders thereof; and to enter into agreements with the
10 Government of the United States or any Federal agency; and
11 authorizing the Department of Property and Supplies to grant,
12 assign, convey, or lease to the Authority lands of the
13 Commonwealth and interests therein, and to acquire lands

22 29, 1979 (P.L.57, No.25), are amended to read:
23 Section 2. The proceeds of this increased borrowing capacity
24 shall be allocated approximately in the following manner:

10 Section 2. The additional $176,000 shall be provided from
11 excess funds available from the unallocated reserve of the
12 Capital Facilities Fund.
13 Section 3. This act shall take effect immediately.
