                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for emission inspection program
     3     expenditures.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 4706(g)(3) of Title 75 of the
     7  Pennsylvania Consolidated Statutes is amended to read:
     8  § 4706.  Prohibition on expenditures for emission inspection
     9             program.

    11     (g)  Alternative enhanced emission inspection program.--
    12  Notwithstanding the provisions of subsection (f), the department
    13  shall comply with all of the following requirements:

    15         (3)  The department shall develop and submit to the
    16     Environmental Protection Agency an alternative enhanced
    17     vehicle emission inspection program for approval which meets


     1     the requirements of Federal law, applies to all counties,
     2     includes vehicles utilizing diesel fuel and motorcycles and
     3     consists of a decentralized test and repair program or a
     4     hybrid program which combines both decentralized test and
     5     repair and test-only components. The decentralized test
     6     program may contain an additional component which will test
     7     and repair only those components necessary to achieve
     8     compliance with Federal clean air standards. As part of this
     9     decentralized test program, the department shall utilize the
    10     newest and most efficient technologies, including, but not
    11     limited to, remote roadside testing, identification and
    12     targeting of gross polluting vehicles and alternative
    13     equipment to existing inspection technology. The department
    14     may incorporate pilot programs and demonstration projects
    15     which achieve and enhance vehicle emissions reductions.
