                                     AN ACT

     1  Imposing a moratorium on utility rate increases by the Public
     2     Utility Commission.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The Public Utility Commission shall not grant a
     6  rate increase for a period of two years from the effective date
     7  of this act to any utility under its jurisdiction.
     8     Section 2.  This act shall supersede any provisions of Title
     9  66 of the Pennsylvania Consolidated Statutes (relating to public
    10  utilities).
    11     Section 3.  This act shall take effect immediately.
