                                     AN ACT

     1  Creating the Commonwealth Commission on Family Life.

     2     The General Assembly of the Commonwealth of Pennsylvania
     3  hereby enacts as follows:
     4  Section 1.  Short title.
     5     This act shall be known and may be cited as the "Commonwealth
     6  Commission on Family Life Act."
     7  Section 2.  Commission created.
     8     There is hereby created an independent advisory commission to
     9  be known as the Commonwealth Commission on Family Life. The
    10  commission shall consist of nine members who shall be appointed
    11  as follows:
    12         (1)  The Governor shall appoint three members.
    13         (2)  The Speaker of the House of Representatives shall
    14     appoint three members.
    15         (3)  The President pro tempore of the Senate shall
    16     appoint three members.
    17  The members chosen shall be representative of all elements of

     1  family life, including children.
     2  Section 3.  Terms of office.
     3     The terms of the members of the commission shall be three
     4  years, except that for the initial appointments, each appointing
     5  authority shall appoint its designees for staggered terms of
     6  one, two and three years, respectively. If a vacancy shall occur
     7  on the commission, it shall be filled for the unexpired portion
     8  of the term.
     9  Section 4.  Expenses.
    10     The members of the commission shall receive $50 for each day
    11  engaged in the actual work of the commission, in addition to
    12  reasonable expenses for food, travel and lodging.
    13  Section 5.  Organization and meetings.
    14     The commission shall select its own chairman and other
    15  officers and shall meet at least quarterly and at such other
    16  times at the call of the chairman or a majority of the members
    17  serving on the commission.
    18  Section 6.  Powers and duties.
    19     The Commonwealth Commission on Family Life shall serve as an
    20  advisory commission to the Governor and Executive Department and
    21  to the General Assembly as to matters effecting the preservation
    22  and enhancement of a strong and vital family life in the
    23  Commonwealth. The commission shall serve as a forum and clearing
    24  house for information, ideas and programs that relate to the
    25  problems of families and the interaction of family members with
    26  each other and with the community and government. The commission
    27  shall advise and coordinate with the various departments of
    28  State and municipal government as to the availability and
    29  effectiveness of their programs and activities as they interfere
    30  with the family unit in the Commonwealth.

     1  Section 7.  Hearings.
     2     The commission is authorized and directed to hold hearings
     3  and take testimony in such places throughout the Commonwealth as
     4  it deems appropriate in order to gather information and to
     5  engage in the exchange of ideas with interested groups and
     6  individuals regarding the problems of family life.
     7  Section 8.  Reports.
     8     The commission shall make an annual report to the Governor
     9  and the General Assembly detailing its activities and its
    10  recommendations for administrative and legislative action.
    11  Section 9.  Effective date.
    12     This act shall take effect in 60 days.
