                                     AN ACT

     1  Amending Title 66 (Public Utilities) of the Pennsylvania
     2     Consolidated Statutes, abolishing the Pennsylvania Public
     3     Utility Commission; and transferring all powers, duties,
     4     personnel, appropriations and property of the commission to
     5     the Office of Consumer Advocate.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Section 301 of Title 66 of the Pennsylvania
     9  Consolidated Statutes is repealed.
    10     Section 2.  Title 66 is amended by adding a section to read:
    11  § 301.1.  Abolishment of commission and transfer of powers and
    12             duties.
    13     (a)  Abolishment of commission.--The commission is abolished.
    14     (b)  Transfer of powers and duties.--All powers and duties of
    15  the commission imposed by this title are transferred to the
    16  Office of Consumer Advocate.
    17     (c)  Personnel, appropriations and equipment.--The personnel,
    18  appropriations, equipment and other items of property, including
    19  files, records, contracts, agreements and obligations, which are

     1  used, employed or expended in connection with the powers of the
     2  commission are hereby transferred to the Office of Consumer
     3  Advocate.
     4     (d)  Civil service status.--All personnel transferred
     5  pursuant to this section shall retain any civil service status
     6  assigned to those personnel.
     7     Section 2.  This act shall take effect in 60 days.
