AN ACT 1 Amending the act of June 19, 1931 (P.L.589, No.202), entitled, 2 as amended, "An act to promote the public health and safety, 3 by providing for the examination and licensure of those who 4 desire to engage in the occupation of barbering; regulating 5 barber shops and barber schools, and students therein; 6 regulating compensation for service rendered; conferring 7 certain powers and duties on the Department of State; and 8 providing penalties," further providing for one barber barber 9 shops. 10 The General Assembly of the Commonwealth of Pennsylvania 11 hereby enacts as follows: 12 Section 1. Subsection (a) of section 12, act of June 19, 13 1931 (P.L.589, No.202), referred to as the Barbers' License Law, 14 amended December 2, 1976 (P.L.1267, No.282), is amended to read: 15 Section 12. (a) [All] Except for one barber barber shops 16 which shall be under the immediate supervision of a registered 17 barber, all other barber shops shall at all times be under the 18 immediate supervision of a manager-barber. In no barber shop 19 shall there be more than one student. All barber schools shall 20 keep prominently displayed at every entrance to said school a
1 sign reading "Barber School." Any copartnership, corporation, or 2 person desiring to operate or conduct a barber shop or barber 3 school, shall first secure from the board a permit or 4 registration certificate to do so, and shall keep the same 5 prominently displayed. The fee for registration of each barber 6 shop shall be five dollars for each permit, and the biennial 7 renewal fee shall be five dollars. The fee for registration of 8 each barber school shall be one hundred dollars, and the annual 9 renewal fee therefor shall be fifty dollars. The board may pass 10 upon the qualifications, appointments, and course of study in 11 said school, which shall be not less than one thousand two 12 hundred fifty (1250) hours and not less than twelve months. All 13 barber schools shall have not less than one registered teacher 14 for every twenty students, and in no case less than one full- 15 time teacher, who shall be in attendance at all times during the 16 hours the school is open for instruction. 17 Any person who holds a permit or registration certificate to 18 operate or conduct a barber shop or barber school, who shall 19 fail to apply for a renewal of his or her permit or registration 20 certificate and who continues to operate or conduct a barber 21 shop or barber school, shall, on summary conviction thereof, be 22 sentenced to pay a fine of not less than ten dollars nor more 23 than ninety dollars, and in case of non-payment of the fine and 24 costs of prosecution to undergo an imprisonment for a period not 25 exceeding ten days. 26 Any licensed manager-barber may become a teacher-trainee in a 27 licensed barber school provided that he or she has all the 28 qualifications to become a barber-teacher. After he has trained 29 for one thousand two hundred fifty (1,250) hours under a 30 licensed teacher in a licensed barber school, the trainee may 19800H2290B2945 - 2 -
