                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," providing for payments for increasing
     6     enrollments.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  The act of March 10, 1949 (P.L.30, No.14), known
    10  as the Public School Code of 1949, is amended by adding a
    11  section to read:
    12     Section 2502.17.  Payments for Increasing Enrollments.--(a)
    13  School districts experiencing an increase in enrollment of five
    14  percent (5%) or more from the preceding school year shall notify
    15  the department, on a form prepared by the department, by
    16  September 30 of that school year. The district shall provide to
    17  the department student membership information necessary for the
    18  recalculation of the district's equalized subsidy for basic
    19  education payment based on the higher enrollment level. The

     1  department shall not alter other factors in the calculation of
     2  payments to school districts.
     3     (b)  During the 1990-1991 school year, and each school year
     4  thereafter, a school district experiencing a qualifying increase
     5  in student enrollment as provided in subsection (a) shall
     6  qualify for special aid. Payment based upon the estimated
     7  enrollment for the year of operation shall be made in equal
     8  installments in the October and December payments as specified
     9  in section 2517(c).
    10     (c)  A reconciliation shall occur within ninety (90) days of
    11  the close of the school year, reconciling the equalized subsidy
    12  for basic education payment based on estimated enrollment of the
    13  school district and the actual entitlement. Any reconciliation
    14  shall be accomplished through adjustments to the payments for
    15  the equalized supplement for basic education in the succeeding
    16  year.
    17     Section 2.  This act shall take effect July 1, 1990.
