                                     AN ACT

     1  Amending the act of July 10, 1986 (P.L.1398, No.122), entitled
     2     "An act establishing a special fund for moneys received by
     3     the Commonwealth from resolution of oil overcharge matters;
     4     designating certain low-income energy conservation and
     5     assistance programs for funding from this special fund; and
     6     making appropriations," further providing for certain
     7     appropriations.

     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10     Section 1.  Section 9(c) and (c.1) of the act of July 10,
    11  1986 (P.L.1398, No.122), known as the Energy Conservation and
    12  Assistance Act, amended or added December 12, 1986 (P.L.1583,
    13  No.173) and July 9, 1987 (P.L.235, No.42), are amended to read:
    14  Section 9.  Appropriations.

    16     (c)  Governor's Energy Council.--The sum of $5,000,000, or as
    17  much thereof as may be necessary, is hereby appropriated to the
    18  Governor's Energy Council for the fiscal period July 1, 1986, to
    19  June 30, [1988] 1989, for the programs set forth in section 7.


     1  At least 75% of these funds must be used to fund those programs
     2  listed as priorities in section 7(b).
     3     (c.1)  Department of Environmental Resources.--The sum of
     4  $5,000,000 is hereby transferred to the Pennsylvania Solid Waste
     5  - Resource Recovery Development Fund for the fiscal period July
     6  1, 1986, to June 30, [1988] 1989, to be used for grants under
     7  section 8.1. This transfer shall be for a [two-year] three-year
     8  period of time ending on June 30, [1988] 1989.

    10     Section 2.  This act shall take effect immediately.
