                                     AN ACT

     1  Requiring the Department of Public Welfare to provide for the
     2     availability of the Low-Income Home Energy Assistance Program
     3     to all eligible individuals throughout this Commonwealth.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  Short title.
     7     This act shall be known and may be cited as the LIHEAP Equity
     8  Act.
     9  Section 2.  Definitions.
    10     The following words and phrases when used in this act shall
    11  have the meanings given to them in this section unless the
    12  context clearly indicates otherwise:
    13     "LIHEAP."  The Low-Income Home Energy Assistance Program, a
    14  federally funded program which provides cash benefits, crisis
    15  benefits and funding for long-range energy conservation and
    16  weatherization of low-income homes.
    17  Section 3.  Duty of Department of Public Welfare.

     1     (a)  Administration.--The Department of Public Welfare shall
     2  administer LIHEAP in this Commonwealth and shall establish all
     3  necessary rules and regulations to implement the requirements of
     4  this act.
     5     (b)  State plan.--The Department of Public Welfare shall have
     6  in place a State plan for the operation of LIHEAP each year.
     7  LIHEAP shall be available to individuals in all counties of this
     8  Commonwealth who meet the established income eligibility
     9  requirements contained in the State plan.
    10  Section 4.  Effective date.
    11     This act shall take effect in 30 days.
