A JOINT RESOLUTION
1 Proposing an amendment to the Constitution of the Commonwealth
2 of Pennsylvania further providing for the compensation and
3 expenses of members of the General Assembly and elected and
4 appointed officials of the Commonwealth.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby resolves as follows:
7 Section 1. The following amendment to the Constitution of
8 the Commonwealth of Pennsylvania is proposed in accordance with
9 the provisions of Article XI thereof:
10 That section 11 of Article III of the Constitution of the
11 Commonwealth of Pennsylvania be amended to read:
12 Section 11. Appropriation Bills; Compensation and
13 Expenses.--(a) The general appropriation bill shall embrace
14 nothing but appropriations for the executive, legislative and
15 judicial departments of the Commonwealth, for the public debt
16 and for public schools. All other appropriations shall be made
17 by separate bills, each embracing but one subject.
18 (b) No appropriation bill containing an increase in
1 compensation or expenses for members of the General Assembly or
2 elected or appointed officials of the Commonwealth shall be
3 valid until the enactment of substantive enabling legislation
4 granting an increase in compensation or expenses to such members
5 of the General Assembly and elected or appointed officials of
6 the Commonwealth.
