                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for local authorities to appoint
     3     temporary personnel to direct traffic at industrial
     4     facilities during shift changes.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 3102 of Title 75 of the Pennsylvania
     8  Consolidated Statutes, amended August 5, 1991 (P.L.    , No.26),
     9  is amended to read:
    10  § 3102.  Obedience to authorized persons directing traffic.
    11     (a)  General rule.--No person shall willfully fail or refuse
    12  to comply with any lawful order or direction of any uniformed
    13  police officer, sheriff or constable or any appropriately
    14  attired person, including an agent or employee of the funeral
    15  director during a funeral, authorized to direct, control or
    16  regulate traffic.
    17     (b)  Appointment of temporary personnel.--
    18         (1)  At the request of an owner or operator of an

     1     industrial facility, office park, stadium, arena, race track
     2     or any other facility as determined by the department by
     3     regulation, a local authority shall have the power and may
     4     appoint temporary personnel to direct traffic in the
     5     immediate vicinity of the facility. All costs incurred in
     6     this program shall be paid by the owner or operator of the
     7     requesting facility.
     8         (2)  A person authorized to direct traffic under
     9     paragraph (1) shall be in uniform of a type approved by the
    10     local authority and shall have received the training
    11     necessary to direct traffic as required by the local
    12     authority.
    13     Section 2.  This act shall take effect in 60 days.
