                                     AN ACT

     1  Authorizing the Department of Transportation to sell certain
     2     vehicles used by the department to municipalities.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Short title.
     6     This act shall be known and may be cited as the Surplus
     7  Vehicles for Municipalities Act.
     8  Section 2.  Definitions.
     9     The following words and phrases when used in this act shall
    10  have the meanings given to them in this section unless the
    11  context clearly indicates otherwise:
    12     "Department."  The Department of Transportation of the
    13  Commonwealth.
    14     "Secretary."  The Secretary of Transportation of the
    15  Commonwealth.


     1     "Surplus vehicle."  A vehicle that is owned by the Department
     2  of Transportation and declared by the department as surplus or
     3  unserviceable property.
     4  Section 3.  Surplus vehicles for municipalities.
     5     (a)  Municipality requests.--A municipality may request
     6  assistance from the secretary to purchase surplus vehicles for
     7  municipal use. The municipality must provide to the secretary
     8  information about the type of vehicle requested and information
     9  demonstrating both the urgent need for the vehicles and the
    10  inability of the municipality to purchase or lease new or used
    11  vehicles.
    12     (b)  Department review.--The department may sell surplus
    13  vehicles to municipalities selected by the department after
    14  reviewing their requests and available surplus vehicles. The
    15  secretary shall determine the reasonable price of the surplus
    16  vehicles.
    17  Section 4.  Effective date.
    18     This act shall take effect in 60 days.
