        AS AMENDED ON THIRD CONSIDERATION, HOUSE OF REPRESENTATIVES,
           MAY 6, 1986

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for the operation of certain motor
     3     vehicles without a certificate of inspection.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 4703(b) of Title 75 of the Pennsylvania
     7  Consolidated Statutes is amended to read:
     8  § 4703.  Operation of vehicle without official certificate of
     9             inspection.

    11     (b)  Exceptions.--Subsection (a) does not apply to:
    12         (1)  Special mobile equipment.
    13         (2)  Implements of husbandry.
    14         (3)  Motor vehicles being towed.
    15         (4)  Motor vehicles being operated or trailers being
    16     towed by an official inspection station owner or employee for
    17     the purpose of inspection.


     1         (5)  Trailers having a registered gross weight of 3,000
     2     pounds or less.
     3         (6)  Motorized pedalcycles.
     4         (7)  Vehicles being repossessed by a financer or
     5     collector-repossessor through the use of miscellaneous motor
     6     vehicle business registration plates.
     7         (8)  New vehicles while they are in the process of
     8     manufacture, including testing, and not in transit from the
     9     manufacturer to a purchaser or dealer.
    10         (9)  Any military vehicle used for training by a private,
    11     nonprofit, tax exempt military educational institution when
    12     such vehicle does not travel on public roads in excess of one
    13     mile and the property on both sides of the public road is
    14     owned by the institution.
    15         (10)  Antique vehicles.
    16         (11)  Motor vehicles being operated by a motor vehicle
    17     dealer in conjunction with the purchase or sale of that motor
    18     vehicle or for the purpose of obtaining repairs on that motor
    19     vehicle PROVIDED THAT THE MOTOR VEHICLE DEALER HAS IN HIS      <--
    20     POSSESSION A NOTARIZED STATEMENT IDENTIFYING THE VEHICLE BY
    21     MAKE AND SERIAL NUMBER AND STATING THE DESTINATION AND
    22     PURPOSE OF THE TRIP. A VEHICLE SHALL ONLY BE EXEMPT FROM
    23     INSPECTION REQUIREMENTS FOR A TOTAL OF TWO TRIPS UNDER THIS
    24     PARAGRAPH.

    26     Section 2.  This act shall take effect in 60 days.
