                                     AN ACT

     1  Amending the act of January 25, 1966 (1965 P.L.1546, No.541),
     2     entitled "An act providing scholarships and providing funds
     3     to secure Federal funds for qualified students of the
     4     Commonwealth of Pennsylvania who need financial assistance to
     5     attend postsecondary institutions of higher learning, making
     6     an appropriation, and providing for the administration of
     7     this act," providing that scholarships awarded under the act
     8     shall be known as "Irvis Grants."

     9     The General Assembly of the Commonwealth of Pennsylvania
    10  hereby enacts as follows:
    11     Section 1.  Section 2 of the act of January 25, 1966 (1965
    12  P.L.1546, No.541), entitled "An act providing scholarships and
    13  providing funds to secure Federal funds for qualified students
    14  of the Commonwealth of Pennsylvania who need financial
    15  assistance to attend postsecondary institutions of higher
    16  learning, making an appropriation, and providing for the
    17  administration of this act," is amended to read:
    18     Section 2.  State Scholarship Program; Administration.--(a)
    19  The State scholarship program is to be administered by the
    20  "Pennsylvania Higher Education Assistance Agency," hereinafter


     1  referred to as the agency. This agency shall prepare and
     2  supervise the issuance of public information concerning the
     3  provisions of the scholarship program. It will prescribe the
     4  form and regulate the submission of applications for
     5  scholarships; conduct any conferences and interviews with
     6  applicants which may be appropriate; administer or contract for
     7  the administration of appropriate examinations; determine the
     8  "financial need" and eligibility of applicants; select qualified
     9  recipients; award the appropriate scholarships; and determine
    10  eligibility for, and annual renewal of scholarships. The agency
    11  is authorized to make all necessary and proper rules, consistent
    12  with this act, for the efficient exercise of the foregoing
    13  functions. The agency is hereby authorized to accept grants,
    14  gifts, bequests and devises of real and personal property for
    15  the purpose of conducting research, pilot and demonstration
    16  projects, and similar activities to determine the need for
    17  financial assistance from the agency to pursue higher education
    18  on the part of residents of the Commonwealth. The results and
    19  findings of such projects and research shall be made available
    20  to the members of the General Assembly. The agency will further
    21  assume the same duties, responsibilities, and relationships for
    22  this act as for those of the act of August 7, 1963 (P.L.549),
    23  entitled "An act creating the Pennsylvania Higher Education
    24  Assistance Agency; defining its powers and duties; conferring
    25  powers and imposing duties on the Governor, President Pro
    26  Tempore of the Senate, Speaker of the House of Representatives,
    27  Superintendent of Public Instruction and the Department of
    28  Banking; and making appropriations." The Pennsylvania Higher
    29  Education Assistance Agency is authorized to disburse funds to
    30  such institutions from funds specifically appropriated for the

     1  purpose of assisting such institutions to secure Federal funds
     2  for the use of direct financial aid to students.
     3     (b)  Scholarships awarded under this act shall be known as
     4  "Irvis Grants," in honor of the former Speaker of the House of
     5  Representatives, K. Leroy Irvis.
     6     Section 2.  This act shall take effect in 60 days.
