AN ACT
1 Amending the act of June 25, 1982 (P.L.633, No.181), entitled,
2 as reenacted, "An act providing for independent oversight and
3 review of regulations, creating an Independent Regulatory
4 Review Commission, providing for its powers and duties and
5 making repeals," providing for job analysis and employment
6 possibilities by the Independent Regulatory Review
7 Commission.
8 The General Assembly of the Commonwealth of Pennsylvania
9 hereby enacts as follows:
10 Section 1. The act of June 25, 1982 (P.L.633, No.181), known
11 as the Regulatory Review Act, reenacted and amended June 30,
12 1989 (P.L.73, No.19), is amended by adding a section to read:
13 Section 5.1. Employment, job analysis.
14 The commission shall perform an independent analysis of
15 information provided by the agency under section 5(a)(1)
16 especially as it regards the impact on existing jobs in this
17 Commonwealth or the potential to create new employment
18 possibilities. The results of the analysis shall be provided to
19 the appropriate standing committees prior to final action by the
20 committees on a particular proposed regulation. The independent
1 analysis shall provide the committees with the commission's
2 estimate of the net effect of the proposed regulation on total
3 employment in this Commonwealth.
4 Section 2. This act shall take effect in 60 days.
