           VAN HORNE, E. Z. TAYLOR, HENNESSEY, BENNINGHOFF, BARRAR AND
           TRELLO, JUNE 9, 1997

                                     AN ACT

     1  Amending the act of July 28, 1953 (P.L.723, No.230), entitled,
     2     as amended, "An act relating to counties of the second class
     3     and second class A; amending, revising, consolidating and
     4     changing the laws relating thereto," further providing for
     5     the publication of certain reports.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Section 1920 of the act of July 28, 1953
     9  (P.L.723, No.230), known as the Second Class County Code,
    10  amended December 14, 1989 (P.L.631, No.75), is amended to read:
    11     Section 1920.  Controller's Settlement of Accounts; Report to
    12  Common Pleas; Publications; Financial Report to Department of
    13  Community Affairs.--The controller shall, at the end of each
    14  fiscal year, complete the audit, settlement and adjustment of
    15  the accounts of all county officers. He shall, in the month of
    16  May in every year, make a report, verified by oath or
    17  affirmation, to the court of common pleas of said county, of all
    18  receipts and expenditures of the county for the preceding year,


     1  in detail, and classified by reference to the object thereof,
     2  together with a full statement of the financial conditions of
     3  the county. A [concise summary] notice of this report shall
     4  thereupon be published one time in such newspapers published in
     5  the county as the controller may direct, but the aggregate cost
     6  thereof shall not exceed four thousand dollars ($4,000) in any
     7  one year, to be paid for out of the county treasury. The notice
     8  to the public shall state that the entire text of this report
     9  shall be available for public inspection during regular business
    10  hours in the office of the controller. Such report may [also] be
    11  published in printed pamphlets, at the cost of the county, the
    12  number and cost of such pamphlets to be determined by the
    13  controller and the county commissioners. The controller shall
    14  also, by the first Monday of the month of May of the year after
    15  the close of the fiscal year, make an annual report to the
    16  Department of Community Affairs of the financial condition of
    17  the county, on forms furnished by the Secretary of Community
    18  Affairs, and subject to the penalties provided in section 1921
    19  of this act for the controller refusing or neglecting to make
    20  similar reports.
    21     Section 2.  This act shall take effect in 60 days.
